SUBJECT: Request ofEl Toro for Facade Improvement loan

INTRODUCTION:
The City received the attached application for a loan under the Downtown and First Avenue Fac;ade
Improvement Loan Program. The EDA is asked to direct staff whether to prepare a loan agreement
for up to 50% of the fac;ade improvement costs.
DISCUSSION:
El Toro proposes renovation of their building that includes fascia, painting and other repairs. The
renovation is intended to give the building a "historical authentic Mexican restaurant." Because the
black and white photo copies are difficult to see, copies of the color photos will be available for
viewing on-screen at the meeting. The total estimated costs of these improvements are $33,608.00.
The FILP provides for loans up to one-half the cost of improvements or a maximum of $25,000 per
project. In this case, one-half ofthe cost would equal $16,804.00.
EI Toro also proposes sign improvements totaling $9,150.00. Were the EDA to choose to provide a
loan for these improvements, one-half of the total would be $4,575.00.

1. Offer and pass a motion directing staff to prepare a loan agreement for fa<;ade improvements not
to exceed $16,804.00 for El Toro Restaurant at 1120 First Avenue East.
2. Offer and pass a motion directing staff to prepare a loan agreement for fa<;ade improvements not
to exceed $16,804.00 and sign improvements not to exceed $4,575.00 for El Toro Restaurant at
1120 First Avenue East.
3. Deny the request for Downtown and River Corridor Fa<;ade Improvement Loan funds.
4. Table the request for additional information.
DESIGN REVIEW COMMITTEE RECOMMENDATION:
On Monday, August 11, 2008 the president of the Downtown Partnership, Mike Beard, and the
chair of the Historic Preservation Advisory Committee, Jay Whiting, met with Community
Development staff to review the FILP applications. After discussion, the committee recommended
making a loan for the fac;ade improvements for EI Toro, but not the signage unless it is modified to
provide for external illumination from above.

Project: EL Toro
Location: 1120 1st Ave E Shakopee, MN 55379
Project Description: The focus of the EI Toro building is to renovate
the exterior with modern materials and colors, along with repairs for
aesthetic and structure enhancement. One item being renovated are
the exterior shakes that are outdated and in poor condition. The
product being used to enhance the fascia is DECRA stone coated steel
Villa Tiles. DECRA roof systems have a 50 year warranty, 120 mph
wind speed warranty, and hail penetration warranty. The product
resembles the ageless beauty of authentic villa tiles. Please see DECRA
attachment for further product information. In addition to DECRA, a 4'
mansard will need to be constructed for proper installation around the
perimeter of building and tower. Signage is another item that needs to
be focused on; we are proposing a 3' x 10' box lit sign to be installed
on west and east side of the building to welcome travelers and locals
driving on 1st Avenue. Painting and repair will be applied to the tower
due to cracked paint and breaking plywood on the exterior of the
structure. All together the exterior work will enhance the appeal of
the building to fit the restaurant's food and atmosphere rather than a
generic facade. EL Toro will resemble an historical authentic Mexican
restaurant for decades to come.

Attached are the El Toro specifics. You will see pictures of current and proposed exteriors. The estimate for the project

recently finished exterior J.E.! Contracting renovated for the Savage restaurant location El Loro.
