E.$; Memorandum TO: Mayor and City Council CONSEt1T Mark McNeill, City Administrator FROM: Kris Wilson, Assistant City AdministratOj~ SUBJECT: Authorization to fill Police Records Technician Position DATE: September 10, 2008 INTRODUCTION: The City Council is asked to authorize the promotion of Community Service Officer Jennifer Worm to fill the position of Police Records Technician, effective September 29,2008. BACKGROUND: Entering the summer season; the Police Department had one vacancy in the position of Records Technician. In order to have the records division operating at full capacity for the busy summer months, the Department sought and received approval to appoint Community Service Officer (CSO) Jennifer Worm to the position on a provisional basis. The ability to use provisional appointments is provided for in the Police Civil Service Rules, as long as a hiring process to officially fill the position is begun at the same time. Over the pastfew months the Civil Service Commission conducted the necessary testing for the position and they have recently certified an eligible register. The standard procedure is to provide the City Council with the names of the first three candidates on the eligible register, with the recommendation to hire one. However, this round of testing yielded an eligible register with only two candidates. The candidates on the eligible register are listed below in alphabetical order: Angela Lyons Jennifer Worm It should be noted that Ms. Worm formally applied for the position and went through the same testing process as all external candidates and was placed on the eligible register as a result of that process. RECOMMENDATION: Chief Hughes recommends that Jennifer Worm be promoted to the position of Records Technician. Because she is a current Department employee, no further pre-employment screenings are necessary. RELATIONSHIP TO VISION: A Police Department that is fully staffed with qualified individuals contributes to a high quality oflife for Shakopee residents (Goal B). REQUESTED ACTION: If the Council concurs, it should offer a motion to appoint Jennifer Worm to the position of Records Technician at Grade 3, Step E of the non-union pay plan, effective September 29,2008 and subject to a six month probationary period.
