Introduction
The City Council is asked to approve the attached job description forthe position of Fire
Inspector / Marshal.
Background
Now that the City has a full-time Fire Chief, it is proposed that the position of Fire Inspector be
transferred from the Building Inspections Division to the Fire Department and be made to report
directly to the Fire Chief. It is also proposed that the job title be changed to Fire Inspector /
Marshal rather thanjust Fire Inspector and that the job duties be refreshed in order to reflect
current duties and expectations.
With adoption of the attached job description, the Fire Inspector / Marshal will have the
following primary areas of responsibility:
1. Inspects new construction, as well as existing commercial/industrial and multi-family
structures, to ensure compliance with the adopted Fire Code.
2. Investigate fires in conjunction with the State Fire Marshal's Office.
3. Prepares pre-incident plans for commercial/industrial buildings and multi-family
dwellings.
4. Develops and maintains community support and education programs.
Budget Impact
There is no hudget impact as a result of this action. The revised job description has been
reviewed by the City compensation consultant and he recommends that it continue to be placed
in pay grade 7, where the Fire Inspector position is currently.
Relationship to Vision
This action is intended to strengthen the services provided by the Fire Department, thereby
ensuring a high quality oflife for Shakopee residents (Goal B).
Requested Action:
If it concurs, the Council should offer a motion to approve the attached job description for the
position of Fire Inspector / Marshal.

SUMMARY
To apply and administer codes and fire safety standards in the City's fire district in a manner that will
safeguard people and property from death, injury or damage; assist in the investigation of fires; coordinate
facility pre-incident planning and community support programs; and provide fire and all-hazard
prevention education.
ESSENTIAL DUTIES AND RESPONSffiILITIES include the following:
Inspects all commercial and industrial structures, and multiple-family attached dwellings with twelve or
more units to ensure that the facilities and structures conform with municipal codes in a manner that will
minimize fires and prevent deaths or injuries.
. Reviews permits, plans and materials for all new structures, building alterations and changes of use to
insure that they effectively'conform with fire safety codes and practices. Coordinates this plan review
with building code review conducted by the Building Inspection Division.
Reviews new plats, zoning changes or alterations and variances to determine compliance with fire safety
codes. Meets with architects, contractors and property owners regarding proposed or existing projects as
needed.
Directs plan review and issues permits for various construction and operational activities as regulated by
the fire code. Conducts acceptance testing as required by the fire code.
Inspects in-progress and completed developments for conformance with approved plans, as they related to
fire safety.
Investigates fires in cooperation with the State Fire Marshal's Office to determine cause and origin.
Prepares written reports of such fITes and maintains reports of all Fire Department incidents.
Develops and implements fire prevention education programs to ensure public, schools and building
owner(s) awareness of the importance of fire safety and conformance with fire safety codes.
Communicates with building owners and occupants regarding violations and methods of correction
necessary to enforce compliance and initiates corrective action when violations are encountered.
Develops and maintains building pre-incident plans for commercial and industrial structures and multiple-
family attached dwellings with twelve or more units.
Develops and maintains community support programs. Insures programs are maintained and
certifications of participants are consistent with national standards.
Prepares comprehensive reports on fires to facilitate actions to minimize or eliminate future fIres of a
similar nature.
Coordinates inspections with building inspectors, and reviews CertifIcates of Occupancy.
Responds to residents or business owner's complaints and concerns regarding fIre safety issues.
Keeps the Fire Chief informed promptly of matters which are important to the City's interests or the
public health, safety and welfare.
Serves on various committees for the development or modification of fire codes that will effectively
guarantee the safety of the public. and attends staff and council meetings when required.
Performs other duties as apparent or assigned.
QUALIFICATIONS

EDUCATIONan~orEXPERIENCE
High School Diploma or its equivalent.
Must complete basic and/or advanced fire prevention classes through an accredited post-secondary
institution within one year of appointment.
Four years of related experience including two years in fire inspection.
Five years frrefIghting experience (ten years preferred).
Hazardous material training is desired.
CERTIFICATES, LICENSES, REGISTRATIONS
Shall be certified as Minnesota Fire Service Certification Board Fire Inspector II or within 6 months of
appointment.
Valid driver's license.
LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance instructions and
procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively with
individuals or groups.
MATHEMATICAL.SKILLS
Ability to calculate fIgures and amounts such as discounts, interest, commissions, proportions,
percentages, area, circumference and volume.
REASONING ABll..ITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only
limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral,
diagram or schedule form.
OTHER SKILLS AND ABILITIES
Thorough knowledge of all types of building construction materials and methods, and stages of
construction when possible violations and defects may be most easily observed and corrected.
Knowledge of state and local building codes, rules, regulations and relevant rules. Ability to enforce
ordinances and regulations fIrmly, tactfully and impartially. Ability to do building construction
inspection and read and interpret plans, specifIcations and blueprints. Ability to maintain effective
working relationships with architects, builders, home owners, employees, other agencies, offIcials and the
general public. Ability to operate a computer and other offIce equipment.
