SUBJECT: Purchase of a Bucket Truck.
INTRODUCTION:
The 2008 Equipment Budget for the Parks Division identified a need to replace the 1990
Bucket Truck. Parks Division estimate in the 2008 Equipment Fund Budget was
$80,000.00.
BACKGROUND:
The Public Works, Parks Division, in 1999 purchased a used 1990 Ford F450 Bucket
Truck and is requesting to replace this unit with another used truck for the estimated price
of $80,000.00. This unit is shared by the Street and Park Divisions for all maintenance
activities that require working at heights where safety and efficiency is a concern. The
main complaint from staff is the working height and the in-ability to move around tree
branches without having to move the truck. Activities include Tree Trimming on
Boulevards and in Parks, Sign maintenance or replacement on Street Lights, Replacing
light Bulbs on Buildings and Parking Lots and painting of buildings and structures. Our
existing truck is in poor condition and was designed for working on power lines and is
not well suited to work around tree branches without having to continually move the
whole truck.
Staff was able to find a used 2007 Ford F550 Diesel Engine with a Steel Service Body
with a Telescopic Boom/fixed Bucket, 24 inch insulation gap (to protect ground workers
if the boom contacts power lines) and 42 foot working height. No Warranty. Staff is
recommending a 15 year life expectancy for this unit due to the steel service body. This
truck is from Aspen Equipment with a cost of $73,340.16 including trade-in ($5,000.00)
and tax. This unit if ordered new would be approximately $90,000.00.
Staff also contacted ABM Equipment and enquired about the purchase of a used truck
and although they did not have any used trucks they informed us they could sell us a new
truck in the $80,000.00 price range. Staff received two quotes from ABM Equipment:

recommending 20 year life expectancy due to Fiberglass Service Body. One
year warranty on Lift.
2. One new 2008 Sterling Bullet Diesel Engine with Fiberglass Service Body,
Telescopic Boom/Rotating Bucket, 42 inch insulating gap and 45 ft. working
height. Cost with trade-in ($4,000.00) and tax, $80,313.78. Staff is
recommending 20 year life expectancy due to Fiberglass Service Body. One
year warranty on Lift.
ALTERNATIVES:
1. Purchase one new 2008 Sterling Bullet Diesel with Fiberglass Service Body and
Versalift SST-40-EIH Articulated/Telescopic Aerial Lift for the purchase price of
$80,313.78 including trade and tax.
2. Purchase one new 2008 Ford F450 Gas 6.8L V-lO with Fiberglass Body and
Versalift SST-37-EIH Telescopic/Fixed Bucket Aerial Lift for the purchase price
of $74,106.96 including trade and tax.
3. Purchase one used Ford F550 Diesel with Steel Service Body and Altec AT37G
Telescopic/Fixed Bucket Aerial Lift for the purchase price of $73,340.16
including trade and tax.
4. Deny the request.

RECOMMENDATION:
Staff recommends Alternative Number One for the following reasons:
1. New Sterling Bullet Diesel with Warranty. Diesel engine is more efficient and
economical.
2. New Fiberglass Service Body with New Versalift Telescopic/Articulating Bucket
with 45 foot working Height and one year warranty. Working height and
Articulating Bucket increase efficiency without having to move the truck.
Fiberglass Service Body provides corrosion resistance for added longevity. We
are recommending an additional 5 years from 15 to 20 years for life expectancy.
ACTION REOUESTED:
Move to Authorize Staff to purchase one new 2008 Sterling Bullet with Versalift SST-40
Articulated/Telescopic Aerial Lift with Fiberglass Service Body from ABM Equipment
& Supply for the purchase price of $80,313.78 including trade and tax with the funds to
be expended from the Internal Service Equipment Fund.
