Action Sought
The City Council is asked to review the feedback received from the open houses
and determine how it would like to proceed.
Background
On May 6th the City Council reviewed five options resulting from the consultant
study for the Community Center and set the dates for three open houses that
provided the public with the opportunity to come and see the proposed plans and
options, ask questions and offer feedback. The open houses were held on Thursday,
May 28 at the Community Center, Monday, June 1 at Sun Path Elementary and
Wednesday, June 3 at Eagle Creek Elementary.
The options presented were:
Option A:
•New two sheet ice arena on land that does not have to be purchased
•Remodeled Community Center including expanded fitness, indoor playground
and child care
•Aquatic facility in the existing ice arena shell
Option B:
•New two sheet ice arena on land that does not have to be purchased
•Remodel of Community Center including expanded fitness, indoor playground
and child care
•Athletic space in the existing ice arena shell (no aquatic facility)
Option C:
•New two sheet ice arena on land that does not have to be purchased
•Remodel of Community Center including expanded fitness, indoor playground
and child care
•Do nothing with the existing ice arena shell at this time
Option D:
•New two sheet ice arena on land that does not have to be purchased
• Operate the Community Center as it is today
•Do nothing with the existing ice arena shell at this time
Option E:
•Update the current ice arena refrigeration system only
• Operate the Community Center and ice arena as they are today
Discussion
Council members and members of the Parks & Recreation Advisory Board attended
all three open houses and heard directly from the residents. Residents attending the
open houses were asked to complete a comment form that had them rank the
options (1=1st choice- 5 = last choice), indicate how important they feel a dedicated
senior space is to them and how important they feel it is that the community get to
vote on the completion and funding of the option chosen. Residents also had the
opportunity to review the options and complete the comment form on the City's
website. All the comment forms were compiled and put into a spreadsheet for your
review, see attached.
In summary:
• 189 respondents completed the comment form. 100 from the open houses and
89 online.
• 120 respondents listed Option A as their first choice. 39 listed Option B, 2
listed Option C, 4 listed Option D and 24 listed Option E.
•47 respondents indicated that having a dedicated Senior Center was very
important. 96 said it was somewhat important and 55 said it was not important.
(The alternative to a dedicated Senior Center would be more
multi-generational or multi-use spaces reserved for seniors at certain times of
day.)
• 55 respondents indicated that taking the issue to a community vote was very
important. 51 said it was somewhat important and 92 said it was not
important.
Operational Performa
The operational Performa developed for the improvements used fees and charges
that reflect a philosophy designed to meet a reasonable cost recovery rate and
existing rate structure and are subject to review, change, and approval by the City
Council. The membership revenue assumed utilized the current membership
rates. Once an option is selected, staff will contact the feasibility consultant
Ballard*King to get a membership rate recommendation based on their analysis of
the market.
Staffing assumptions were calculated utilizing the current salary structure and will
be subject to change depending on the option chosen.

and quality lifestyles.
B. Positively manage the challenges and opportunities presented by growth
development and change.
D. Maintain, improve and create strong partnerships with other public and private
sector entities.
Requested Action
If the Council concurs, determine the option to be completed and authorize the
development of plans and specifications.

Love option A. Much needed for this community.I currently take my family to Chaska for a fitness facility.I would love

Our community desperately needs this done.The benefits to our community/kids and future property values far

I really appreciate that the City stepping up and making this Community Center and Ice Arena a possibility. I am glad

We need to be competitive with surrounding cities. Prior Lake and Chaska have very nice facilities and we need to step

I travel to other cities including Apple Valley,Chaska,Chanhassen,Bloomington,Prior Lake and Savage to use their

With two young sons in the district,it's important to our family to have tope flight facilities in town for families of all
ages to access. Paying for these improvements to me comes hand-in-hand with keeping/improving the quality of life for
the city. As a small business owner,improved facilities keeps and adds key clientele for me to work with/for. Many of
these opps are built through relationships built through programs like hockey. I would go on and on as for us the merits

If the project is done ethically regarding the use of funds,then I don't think there is a need for a vote. However,if it is
going to raise property tax greatly,then I think a vote is in order. With the additions on Option A,we would pay for a

Bring it all to Shakopee. Move us forward. What we have now is not enough. Our community is better than this. I

Would also like to see a plan for a domed field or field house with a turf field.Edina,EP,Savage/PL are three
communities that surround us that offer some really nice athletic facilities. Shakopee is really behind their peers in this

Our city has expanded our tax base immensely in the past 4 yours.That increases what funds we have in the general
fund without the need for a large increase in residential property taxes. It is time for leadership in this city to stand up
and make decisions for our future. Now is the time to use these funds to provide services and facilities that we need to
compete as a top-notch suburb.The old"don't tax me"addage needs to be flexible to our future. With debt payments
going down and our fiscal strength,this project can be funded without a vote.This project is about all of our

Our community has proven time and time again how cheap they are and it's time the Council puts their foot down and

Waiting any longer will only cause costs to increase and be harder to complete in the future. Investment in community
ammenaties is extremely important to a growing community and the city needs to show its commitment to making this

Please,please finally add our 2nd sheet of ice.This community is far too big for one sheet of ice.The community has
had tremendous positive growth in the past few years but I think you underestimate the importance of the lack of ice
time in the community-families are literally moving away due to it.Think how many families are not considering
Shakopee as their new home because of it. If this does not happen now,it'll likely be another 5-10 years before it's
even considered again,therefore another 5-10 years of hockey families suffering with late ice times and lack of facilities

I would like to see the seniors get a space that they would thoroughly enjoy. I think a shared space with the teens,if
done right,could work well. But,it needs to be a space that offers the seniors the ability to do the things they enjoy
withouth massively transforming the room each day. I have never been a member of the community center for two
reasons:1)no child care;2)no pool. With so many young families,these are very important aspects of the plan.Also,
please consider adding a walking track to a hockey rink if possible. (similar to Victoria's) I will miss walking/running
while my kids have hockey practice. With it being winter,that is usually when I get my run in.We are major
stakeholders in Shakopee as owners of multiple properties.We are so excited about these opportunities,not just for

If ice arena is built away from Community Center,then possibly add a walking track above ice so parents could run/walk

Adding a dedicated senior center/space is very important unless you are somehow able to create a space that appeals

I hope we get this done! Please take the pulse of the City Council and choose the one that will get it done. Ice is

The voters consistently vote against improving the Community Center.The present center is totally inadequate and
cannot compete with other facilities in the area(YMCA&Dakotah).The voters should not have a say this time.The

With the growing number of families and young children,I think adding child care and an indoor playground is a HUGE
plus!I would love to be able to take advantage of the fitness classes and facility more often,but without the child care

My only concern is the lack of indoor turf option. Between this and the planned school expansion,I would hope their

If space is difficult,might be other options in the community,e.g.St.Mark's school building. Community input is

The proposals would be an asset to the community. I know there are very vocal individuals both for and against these
improvements,but I feel that the Council should weigh all options and make the decisions in the best interest of the

As a young professional who has been living in Shakopee for 5 years,I see how many other young families are moving
into our community.Updating and maintaining these facilities is very important for people like me,who want to stay
within the community for activities,fitness,etc.rather than having to drive to larger(and better!)facilities in

With all the changes I hope that the teen center remains.It is a great option for our kids to be able to utilize that and
much nicer as a parent to know that there is some place for them to hang out and actually do things and not just
running around getting into trouble!It would be nice if during the summer it was open more often though.I think

Having an aquatic center connected to the community center is a major improvement and will allow people who

Please be/stay focused on programs for younger youth(age 8-13).Advise public on membership rates and what they

What about making the fees more affordable especially for single parent families. Currently offer scholarships for

The hockey association needs to take a page from the Tennis Association's book and find their own funding for

I don't know why this plan revolves solely around new ice sheets.It is pretty sad that the community center doesn't

Aquatics is what I'm interested in. I cancelled my membership a couple years ago with the reduction of pool access. I

We need an aquatic center and child care center. Senior citizens need a dedicated area to do what they do. Added 2nd

If the city is going to"upgrade"the CC then I say,do a good job of using the space.I don't have grandchildren in Shak.,
but they are all in athletic activities and I know how important it is to have the necessary training and playing facilities.

Shakopee is lagging behind in facilities compared to other communities. I think it's important for Shakoppee to step up
and get 2 new sheets of ice,a remodeled community center,new aquatic facilities etc. As a Realtor for almost 20 years
and a Shakopee resident for 11 it's sad,especially with all the new industry/jobs in Shakopee,when I repeadly have
clients who tell me they won't consider Shakoppee in their home search. I've heard this for many years and it's always
because they"heard"that the schools weren't good and that Shakopee lacks good facilities. Unfortunately not
everyone in Shakopee feels this way which is why I hope this gets passed through the council and not part of a wider
vote. What every Shakopee resident should remember is that schools and facilities go hand in hand with resale....case

I would put all the chips on Option A if,and only if,the voters approve via a referendum. I am not a fan of large
expenditures such as these without a clear mandate from the public to do it. But if it is to be done,then do it right and
bring forward to the voters the premier choice for consideration.Then we accept and live with the outcome of the

Facilities are needed. Big question is how it will be paid for and how will operations be paid for.Too many Community

A city needs to make decisions based on city need,not on the opinions of those who always say no.This city is in
desperate need of new facilities in all sports and rec areas,it is essential to keep our productive families here and to

We really need community center improvements!! And it is absolutely necessary for a community our size to have 2 if

Option B--Best option--I know there is interest in the aquatics facility,but to reach the greatest amount of people and
service more community members,Option B makes more sense and is cheaper at this point. Novelty of aquatics facility
will fade quickly and then there will be limited use. Option B gives you more usable space that will continue into the

This is a very important addition to our kids and our community.I have two sons in hockey that are forced to practice
late into the night on school nights or the HS kids who have to wake up at 4:30AM to get ice time in.Lets show them we

We need a field house that multiple sports could use such as in the old ice arena area.There is never enough room for
revenue producing tourneys for everything from volleyball to basketball to wrestling!) Could even be used for indoor
practice for baseball and Lacrosse! Heck even football is done with correct interchangeable floorings!!!l If you look at
other communities they are spending much more on top of what they have already! We are almost starting from

This community needs to update its facilities to support all of its residents from the youth to its seniors.The current

order to keep residents who care about the community in Shakopee we must have facilities that meet their needs.

Shakopee needs a turf facility for indoor sports use.A rock climbing wall would be a nice addition as well. Try to get

The old Central school building is a terrible place for senior citizens.Too many stairs even when using the elevator from
the parking lot. We should vote on this whole proposal. Taking or borrowing from other funds is sneaky.They might
never get paid back,and if they have that much extra money in them the fees/taxes that fund them are too high. I feel

I don't understand if the off site ice is in most all options,why it isn't pulled out and put forth on it's own?I am not
against more ice at existing site,but why is it lumped with an aquatic area we don't need? 1.My family has a SCC
membership,and we get frustrated,not by lack of space,but class availability and restrictions.For example,my 13 year
cross country runner can't use the indoor track without my supervision. We have gone multiple times to find a class
cancelled or the gym not available. Use what we have better. Indoor aquatics are not the best use of our$.By 2020,
there will be more residents in MN over the age of 60 than school aged children. Plan for the demographics,seniors

I'm usually all for investing in our city,but really feel now is not the time for this discussion.We're just months removed
from the taxpayers agreeing to take on an additional$100M,and now we're considering tacking on$30M more?Would

bringing businesses to the city that will actually contribute tax dollars,rather than continuing to push this all to the

You're missing the other option--update the current ice arena.The whol arena--not just the refridgeration system
(really?)and then put your 2nd ice sheet on the same property as the current Community Center. Forget about adding
gyms and fitness and spaces for meeting. Let something like Lifetime Fitness come in and build a facility--give them a
tax break like you did with Shutterfly and Amazon and all the rest and then you'll save a ton of money.You'll get what
you want and only need to do the ice--we already have pools-indoor and outdoor. Why would we need another?And
the City should be here to govern and protect(legally--police and government)not to go into business for itself. Plus,

Sheets of ice operate at a loss each year and are just money pits.It only makes sense to build another sheet of you can
