SUBJECT: 17th Avenue Sports Complex Storage Building Construction and
Maintenance Agreement (D)
Action Sought
The City Council is asked to approve the PRAB's recommendation for construction
of a storage building at the 17th Avenue Sports Complex and the execution of a
maintenance agreement with the Shakopee Soccer Association.
Background and Discussion
The Shakopee Soccer Association would like to construct a storage building at the
17th Avenue Sports Complex located at 2600 17th Avenue. The association has
submitted a proposal to the City to fully fund and contract the construction of the
building at the 17th Avenue Sports Complex. The cost of the building is
approximately $50,000 . If approved the Shakopee Soccer Associations plans to
hire Meyer Home Enhancements, LLC of Shakopee to do the work. The Shakopee
Soccer Association would pay the entire cost of this project.
The storage building will be a 28'x30' building and will be constructed of brick,
hardwood siding and steel standing seam roof panels. The roof pitch, exterior brick
and color scheme will closely match the existing buildings on site. The storage
building will feature two garage doors and two service doors. The association
currently uses the storage space in the current shelter however they have outgrown
the space and plan to move all their equipment into the new building. This will free
up storage space for Parks and Recreation programs and youth football. The
association plans to complete the work in early fall 2015. Staff has been working
with the association on this project and will be overseeing the project to completion.
The City will accept the building as a donation from the Shakopee Soccer
Association following construction completion. The storage building will then be
placed on the City's Park Asset Plan however the Shakopee Soccer Association has
agreed to maintain and paint the building when needed. The duties and
responsibilities of both the City and the association will be noted in the Shakopee
Soccer Association 17th Avenue Sports Complex Improvement Agreement.
The Parks and Recreation Advisory Board did review and discuss this project at
their June 8th meeting. They felt that the project would be a great partnership and
has recommended the project to City Council for approval.
The City of Shakopee appreciates the generosity and partnership of the Shakopee
Soccer Association, which helps support the City's parks and recreation services
and given time and resources over the years to help make the Shakopee facilities
wonderful facilities for the youth.

Requested Action
The City Council if concur,approve the PRAB's recommendation to construct a
storage building at the 17th Avenue Sports Complex and the execution of a
maintenance agreement with the Shakopee Soccer Association.

17TH AVENUE SPORTS COMPLEX
IMPROVEMENT AGREEMENT
2015
This agreement, made and entered into this day of , 2015, by
and between the City of Shakopee, a Minnesota municipal corporation, located at 129
Holmes Street, Shakopee, in the County of Scott, State of Minnesota (hereinafter
referred to as "CITY") and the Shakopee Soccer Association, (hereinafter referred to as
"SSA").
WITNESSETH:
Whereas the CITY is desirous of providing safe facilities to patrons of the 17th Avenue
Sports Complex; and
Whereas the SSA wishes to provide a storage building at 17th Avenue Sports Complex
for the safety of the youth soccer players; and
Whereas the estimated construction cost of the storage building is $50,000.00; and
Now, therefore, in consideration of the promises, terms and conditions stated herein, the
parties agree as follows:
I. DUTIES AND RIGHTS OF SSA
A. The SSA agrees to fully fund the construction of the storage building at 17th
Avenue Sports Complex using materials approved by the City.
B. The SSA agrees to hire and pay Meyer Home Enhancements, LLC to construct
the storage building in accordance with City and State Code.
C. The SSA agrees to provide and maintain the exterior paint of the hard board lap
siding, as necessary.
L. The SSA agrees to obtain approval from the City prior to making any repairs,
alterations or replacement of the storage building.
II. DUTIES AND RIGHTS OF THE CITY
A. The CITY agrees to assist the SSA in regular day to day maintenance of the
storage building.
B. The CITY agrees to include the storage building in their park asset inventory and
insurance coverage.
C. The CITY agrees to notify the SSA of any needed maintenance, repairs or
replacement of the storage building or surrounding facilities that may affect the
storage building.
A. This Agreement shall commence upon execution by both parties.
B. This Agreement shall not be assignable except by the written consent of the
CITY.
C. This Agreement shall be governed by the laws of the State of Minnesota.
IN WITNESS WHEREOF, the parties have caused this Agreement to be executed by
their proper officers, thereunto duly authorized, as of the day and year first above
written.
