B.} · CITY OF SHAKOPEE Memorandum TO: Mayor and City Council Mark McNeill, City Administrator FROM: Rick Coleman, Fire Chief Subject: 12Sth Anniversary Celebration DATE: August 6, 2008 INTRODUCTION The City Council is asked to provide several authorizations needed to carry out the Fire Department's 12Sth Anniversary Celebration. BACKGROUND The Shakopee Fire Department is celebrating its 12Sth anniversary this year and is in the process of planning a weekend celebration for September 26 - 28. It is proposed that all events be held at the Station 1 (on Vierling Drive). The proposed schedule of activities is as follows: Friday, September 26 8:00-10:00 pm: Social gathering of area departments who have arrived in town for the weekend. Saturday, September 27 9:00 am-Noon: Open house with exhibits and demonstrations for Shakopee residents and surrounding communities 11 :30-12:30 pm: Unveiling of the City's newly refurbished 1933 Ford Fire Truck 12:30-6:00 pm: Firefighter competitions (pumper relay, hoes carts, bucket brigade, combat challenge and water fights) 7: 00- Midnight: Dance with Live Music *Local Boy Scouts will be selling food and the Lions Club will be selling beer throughout the day on Saturday. See below for additional information. Sunday, September 28 Noon-2:00pm: Parade of antique and new fire trucks 2:00-5 :OOpm: Dinner for all fire personal and guests who participated in the weekend's events. The Shakopee Fire Department has received permission from Seagate to use their parking lot on September 2ih for public parking and the help of Palmer Bus Company with two buses to transport guests back and forth to the station. In addition to planning for the celebration, the Department is also making plans to ensure continuity of emergency response to the community throughout the weekend. All events are scheduled for Station 1, so Station 2 will be fully operational throughout the weekend. Additionally, it is proposed that all trucks from Station 1 would be parked on the south side of Vierling Drive during the day on September 27th to ensure that they can be easily deployed in response to any calls. Policies are also being put in place to ensure that we have the necessary personnel to appropriately respond to all calls over the course of the weekend. BUDGET IMPACT The Fire Department's 2008 operating budget includes $10,000 for the 12Sth Anniversary Celebration. Additional funding is being provided by the Shakopee Fire Relief Association RELATIONSHIP TO VISION: This supports Goal A, (Active and Healthy Community) REQUESTED ACTION The City Council is asked to: 1. Authorize the sale of beer at the fire station by the Lions Club on September 2ih from noon until midnight in a designated area. Beer will be brought in Friday night and leave on Sunday, but will only be sold and consumed on Saturday. The Lions Club will be obtaining the necessary liquor license and related insurance coverage. 2. Authorize the closure of 10th Street from 11 :30 a.m. - 2:30 p.m. on Sunday, September 28 from Shakopee Town Square to the Shakopee Junior High for the parade. This will be done in cooperation with the Shakopee Police Department under City Code Sec. 10.63. 3. Suspend City Code Section 10.60, Noise Elimination and Noise Prevention, Subd. 3, Hourly Restriction on Certain Operations, d, to allow for a live band at the fire station on September 27th from 7:00pm until midnight. 4. Restrict East bound traffic on Veirling Drive to one lane from Limestone Drive to Eagle Creek so we can park fire trucks there during the day on Saturday, September 27th and Sunday, September 28th. This will be done in cooperation with the Shakopee Police Department under City Code Sec. 10.63. ~~L Rick Colemap( Fire Chief
