Subject: Adult Skate Park Fee
INTRODUCTION
The City Council is asked to approve Ordinance No. 80.3, an ordinance amending the 20.0.8
Parks and Recreation Fee Schedule changing the adult skate park daily admission rate to $2.0.0.
for use of the skate park only.
BACKGROUND
In 20.0.7 the skate park fee was $1.0.0. for residents of any age and $5.0.0. for nonresidents of any
age. On March 31, 20.0.8 the PRAB recommended to City Council combining the youth daily
admission fee to the skate park with the youth daily admission fee to the Community Center at
the rate of $2.0.0. for both resident and nonresident youth. The adult skate park fee was not
addressed. Council approved the fee schedule change on April 8th with Ordinance No. 794. The
$2.0.0. rate took effect on June 16th, 20.0.8 and gave youth the opportunity to utilize both the gym
and skate park for $2.0.0.. The PRAB approved this new rate for 20.0.8 only and directed staff to
reevaluate this rate prior to 20.0.9.
RECOMMENDATION
The PRAB met on Monday, July 28th to discuss the adult skate park rates. Since the
implementation of the $2.0.0. youth rate we have had users 18 years and older utilizing the skate
park. Staff explained that the current adult skate park rate was set to be the same as the
Community Center adult resident daily admission rate to allow all skate park users, use of the
gym and skate park without paying separate fees for each area.
The Advisory Board listened to a user over the age of 18 and agreed that the $5.0.0. daily rate is
high for use of the skate park. Staff recommended the adult skate park fee of $2.0.0. for use of
the skate park only. If the users over the age of 18 wanted to use the gym they would be
required to pay the Community Center daily admission rate of $5.0.0./resident or
$7.0.0./nonresident. By restricting the use of the gym we will be keeping the Community Center
daily admissions consistent for adults. If users over the age of 18 were allowed to use the gym
and the skate park the daily admission rate for the Community Center would need to be altered
as well. There are a small number of skate park users over the age of 18 that use both the gym
and the skate park and staff feels this does not warrant changes to the Community Center daily
admission rates.
In addition, the skate park costs have increased over the years as equipment is requiring
maintenance and repairs. The Community Center staff also spends a great deal of time
monitoring the skate park. Charging a fee to the skate park assists in offsetting the
maintenance and staff costs required to provide the skate park to the community at a minimal
cost.
The PRAB has recommended to City Council that the adult skate park daily rate be approved at
$2.00 for use of the Skate Park only. This rate will be set for 2008 only and reevaluated with the
youth fees for 2009.

The City Council, if concur, approve Ordinance No. 803, Amending the City's Adopted 2008 Fee
Schedule to Implement a Change in the Skate Park Use Fees, and move its adoption.
ORDINANCE NO. 803
AN ORDINANCE OF THE CITY OF SHAKOPEE, MINNESOTA,
AMENDING THE CITY'S ADOPTED 2008 FEE SCHEDULE TO
IMPLEMENT A CHANGE IN THE SKATE PARK USE FEES
WHEREAS, the City Council has determined that it is desirable to modify the 2008 Fee
Schedule related to the skate park admission.fee for adults.
THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA DOES ORDAIN:
SECTION 1 - The Adopted 2008 City Fee Schedule for use of the skate park by adults is
amended as follows:
Skate Park Daily Admission* $2.00 for Resident and Nonresident**
* Admission included with Community Center membership.
** Use of Community Center included in the fee of $2.00 for youth only.
SECTION 2 - This ordinance becomes effective from and after its adoption and
publication.
