Subject: Shakopee Boat Launch Boat Tie-ups
INTRODUCTION
City Council is asked to approve staffs recommendation to add swivel rings to the Shakopee Boat
Launch.
BACKGROUND
The Shakopee Boat Launch currently does not have devices for individuals to tie up their boat while
loading and unloading. Staff has researched a number of options to provide boaters with tie up options at
the Shakopee Boat Launch. After reviewing the boat launch area, the river height fluctuation and the
budget, staff has ruled out the following options:
1. Adding concrete pilings tall enough to be seen during high water.
2. Installing a small pier
3. Adding large limestone boulders at different heights along the boat launch (the limestone
boulders would be consistent with the current landscape however marking those during high
water may be a challenge).
4. Installing small concrete pads equipped with swivel rings along the ramp (swivel rings may be
able to be attached directly to the existing ramp).
Staff is recommending the following option:
5. Installing swivel rings on existing cement or landscaping.
The existing concrete and bituminous ramp is wide enough and thick enough to install a number of swivel
rings along the boat launch ramp. Attachment A includes examples of the swivel rings to be used. The
swivel rings are flush to the ground allowing truck and trailer traffic to easily roll over each ring. The
swivel rings are inexpensive costing $4.00 per ring and can be easily replaced if damaged in any way.
Staff feels this is the most cost effective option and will allow boaters with sufficient tie up facilities. The
rings will be installed approximately every 15 feet up the ramp along the side that flows down river.
BUDGET
At this time this is an unbudgeted item however the cost is approximately $16.00 plus labor to install the
swivel rings and falls within the operating budget for park development.

REQUESTED ACTION
If Council Concurs, direct staff to install swivel rings along the down river side of the Shakopee Boat
Launch ramp approximately every 15' up the ramp.
