CITY OF SHAKOPEE MEMORANDUM CONSEf~T To: Mayor and City Council Mark McNeill, City Administrator From: Jamie Polley, Parks, Recreation, & Natural Resources Director Meeting Date: July 15,2008 Subject: Shakopee Boat Launch Boat Tie-ups INTRODUCTION City Council is asked to direct staff to research tie-up options at the Shakopee Boat Launch. BACKGROUND The Shakopee Boat Launch currently does not have devices for individuals to tie up their boat while loading and unloading. Staff is reviewing a number of options and currently met with the Lower Minnesota Watershed District who advised staff to contact the MN DNR for specific regulations and guidelines. Staff currently has a call into the MN DNR and will pursue the requirements to add tie up facilities to the boat launch. Staff was informed that because of the fluctuation in the river height, docks and pilings are not very common at boat launches such as ours that are not shielded from the direct flow of the river. Boaters are encouraged to utilize their own anchors on land to secure their boats while loading and unloading. Staffhas been directed to research tie up options to provide boater with a more user friendly boat launch. A few options that staff will be researching include: 1. Adding concrete pilings tall enough to be seen during high water. 2. Installing a small pier 3. Adding large limestone boulders at different heights along the boat launch (the limestone boulders would be consistent with the current landscape however marking those during high water may be a challenge). 4. Installing small concrete pads equipped with swivel rings along the ramp (swivel rings may be able to be attached directly to the existing ramp). 5. Installing swivel rings on existing cement or landscaping. Costs Staff will continue to look at the various options and provide approximate costs for each option. BUDGET At this time this is an unbudgeted item. If Council chooses to pursue this project funding will need to be identified. RELATIONSIDP TO CITY GOALS: B. High Quality of Life REOUESTED ACTION If Council Concurs, direct staff to compile a number of options and cost estimates to provide tie up facilities at the Shakopee Boat Launch and bring the options back to Council for discussion and approval.
