SUBJECT: Derby Days Parking Restrictions

INTRODUCTION:
Council is asked to consider restricting parking to residents only on North Main Street to
Bluff A venue, and from Bluff A venue to Minnesota Street during the August Derby Days
Festival.
BACKGROUND:
At the July 1 st City Council meeting, council directed staffto work with the Derby Days
committee on a parking plan that addresses both vender and resident concerns in the
Bluff Avenue Area. Staffhas worked with the fire department, Derby Days staff, area
residents and business owners who have conceptually agreed on this proposed plan.
The plan calls for parking to be restricted during Derby Days to local residents only on
both sides of North Main Street to Bluff Avenue, and both sides of Bluff Avenue from
Main Street to Minnesota Street. There are currently signs on both sides of Bluff Avenue,
between Minnesota Street and Prairie Street, restricting parking to local residents only. It
is proposed that the same signs be put up in the above mentioned locations for the Derby
Days event July 31 st through August 3rd.
Derby Days staff has agreed to speak with residents in the proposed restricted areas and
provide them with parking permits to be used during the event. Guests of local residents
are asked to either park in their driveway or obtain a permit from Derby Days.
Venders for the Taste of Shakopee will be parked near the gate off of Bluff A venue on
the level grass. There is ample parking for the number of vehicles that will be present,
and this location will not hinder any emergency traffic that may need to get into the park.
Taste of Shakopee organizers will assign venders a designated, marked parking space in
that area. This plan was agreed upon by the resident who had originally objected to
vender parking on Bluff A venue. The police department will monitor parking in the area
and take enforcement action when necessary. Webelieve that this plan will allow for
emergency vehicle traffic to flow safely while still allowing ample parking for businesses
and area residents.

ALTERNATIVES:
1) Restrict parking in the proposed area to local residents only during the Derby
Days Festival.
2) Do not restrict parking in the proposed location.
3) Table and provide staffwith direction.
RECOMMENDATION:
Staff recommends Alternative 1.
ACTION REQUESTED:
The City Council, ifthey concur, should restrict parking on both sides of North Main
Street and both sides of Bluff Avenue from Main Street to Minnesota Street to local
resident only parking during the 2008 Derby Days Festival, July 31 st through August 3rd.
