POLICE DEPARTMENT Memorandum TO: Mayor and City Council C01~SEf~T Mark McNeill, City Administrator FROM: Captain Jeff Tate SUBJECT: Police Assistance for the Republican National Convention DATE: July 8, 2008 INTRODUCTION: Council is asked to consider authorizing Shakopee members of the Tri-City Emergency Response Team to assist the City of St. Paul during the Republican National Convention. BACKGROUND: The City of St. Paul will serve as a host city for the 2008 Republican National Convention (RNC) to be held September 1-4, 2008. As such, they have agreed to undertake certain public safety and security measures related to the 2008 RNC and other special venues related to the event held in other locations throughout the greater St. Paul- Minneapolis metropolitan area. The City of St. Paul is in need of procuring additional law enforcement personnel to provide the public safety and security measures required for an event of such size and unique nature. At the request of the City of St. Paul, the Shakopee Police Department would provide police personnel already assigned to the Tri-City Emergency Response Team for the entire event. There are currently six members ofthe Shakopee Police Department assigned to the Tri-City Emergency Response Team. Those team members will be assigned to the southern mobile field force during the RNe. In exchange for our City's involvement with the event, the City of St. Paul will outfit those assigned officers with full riot gear as well as provide a minimum of 40 hours of comprehensive training at no cost. The Tri-City Emergency Response Team will be able to keep all equipment used during training and the RNC itself. Regular wages and overtime compensation for deploying Shakopee personnel will also be fully funded by the City of St. Paul, including training time. The City's Attorney has conducted a thorough legal review ofthe proposed Joint Powers Agreement between the City of St. Paul and the Tri-City Emergency Response Team, and is comfortable with the Tri-City Emergency Response Team entering into that agreement. The Tri-City Emergency Response Team is its own separate entity. VISIONING RELATIONSHIP: This action supports: Goal B - High Quality of life. Strategy 6: Provide high quality services. ALTERNATIVES: 1) Authorize police staff assigned to the Tri -City Emergency Response Team to assist the City of St. Paul with public safety during the RNC. 2) Do not authorize staff to assist the City of St. Paul. 3) Table and provide staffwith direction. RECOMMENDATION: Staff recommends alternative 1. ACTION REQUESTED: The City Council, if they concur, should authorize Shakopee Police staff assigned to the Tri-City Emergency Response Team to assist the City of St. Paul with public safety during the Republican National Convention.
