J, CITY OF SHAKOPEE Memorandum TO: Mayor & City Council CONSENT Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Agproval of Crosswalk Striping with the Intersections of 7 A venue at Main Street and Market Street DATE: July 15,2008 INTRODUCTION: At the July 1,2008 City Council meeting, under Council concerns, staff was directed to review the crosswalk striping at the intersection of ih A venue with Main Street and Market Street. BACKGROUND: Previously, crosswalk striping was done at the north leg of Market Street connecting at the trail in Hiawatha Park to the sidewalk on the east side of Market Street. These streets were reconstructed in 2007 and restriping of this crosswalk was scheduled in July by Public Works staff. Typically, striping work of parking lots, crosswalks and yellow curbs is done by Public Works in July and before Derby Days. Attached is 2007 aerial showing the striping before the reconstruction project. In review of the traffic engineering for crosswalks, generally these are placed at traffic control signals and at other intersections where traffic stops. Also, cr<?sswalks should be marked at intersections where there is a substantial conflict between vehicular and pedestrian movements. In these cases, the guiding criteria is engineering judgment. At the intersections of 7th. A venue with Main Street and Market Street, both are 4-way stop control intersections. A trail connection to Hiawatha Park exists at the northeast corner of Main Street and 7th. A venue and the northwest corner of Market Street and 7th A venue. A sidewalk connection exists at the northeast corner of Market Street and 7th Avenue. These intersections would be classified as a local street to local street intersection. One issue of concern for the neighborhood is the amount of traffic that "rolls" through the stop signs, thus the concern for children going to the park. In review of the traiVsidewalk connections and pedestrian crossing movements, staff would recommend crosswalks at the north and east legs of both intersections. Attached is the crosswalk striping layout recommended by staff. This layout would delineate the route that pedestrians should take to access the park. One work item that staff is doing for 2008, is to review our crosswalk striping locations with GIS and look into a more formal policy on crosswalk striping. Staff did also review the number of accidents from 2006-2008 and there was only one accident at Market Street and 7th Avenue. ALTERNATIVES: 1. Approve a motion on the crosswalk striping layout proposed by staff. 2. Approve a motion on a different crosswalk striping layout, as determined by Council. 3. Table for additional information. RECOMMENDATION: Staff recommends Alternative No.1, to delineate the pedestrian routes to Hiawatha Park with crosswalks at the north and east legs of the intersections of 7th A venue with Main Street and Market Street.
