INTRODUCTION:
The council is asked to consider Resolution No. 6791, A Resolution of Appreciation to
the Police Services Master Planning Task Force for Their Efforts in Assisting the Police
Department Prepare a Master Service Plan to Serve as Goals and Objectives for Future
Decision Making during the Next Five Years.
BACKGROUND:
On September 18, 2007, City Council adopted Resolution No. 6656, establishing a Police
Services Master Planning Task Force. The purpose ofthe task force was to develop an
affordable plan which involved the whole community looking at today's policing issues
and anticipating tomorrow's policing concerns.
On November 7,2007, City Council adopted Resolution No. 6689, appointing ten
community members to the Police Services Master Planning Task Force. The task force
members met regularly and were informed on current operational and administrative
functions and service levels ofthe police department. The task force crafted a list of
priorities, from which goals and objectives were developed, to serve as the task force's
Master Service Plan.
On June 12,2008, the members of the task force presented to City Council the Police
Services Master Planning Task Force Report.

RECOMMENDATION:
Staff recommends Alternative 1.
ACTION REQUESTED:
Offer Resolution No. 6791, a Resolution of Appreciation to the Police Services Master
Planning Task Force for Their Efforts in Assisting the Police Department Prepare a
Master Service Plan to Serve as Goals and Objectives for Future Decision Making during
the Next Five Years, and move its adoption.
The Mayor is asked to read Resolution No. 6791 and present the resolution of
appreciation to each member of the Police Services Master Planning Task Force.

A RESOLUTION OF APPRECIATION
TO THE POLICE SERVICES MASTER PLANNING TASK FORCE
FOR THEIR EFFORTS IN ASSISTING THE POLICE DEPARTMENT
PREP ARE A MASTER SERVICE PLAN TO SERVE
AS GOALS AND OBJECTNES FOR FUTURE DECISION MAKING
DURING THE NEXT FIVE YEARS
WHEREAS, Chuck Berg, Barb Danielson, Joe Helkamp, Matt Lehman, Jon
McBroom, Steve Menden, Lany Norring, Scott Reis, Matt Rude, and Linda VanDuzee
volunteered to serve to develop goals and objectives to help the Shakopee Police
Department determine service levels and strategically plan for the next five years; and
WHEREAS, the Police Services Master Planning Task Force spent almost a
year in meetings learning operational, administrative and records management
procedures and protocols used in modem law enforcement; and
WHEREAS, the Police Services Master Planning Task Force worked
diligently at their mission to prioritize police services and develop a Master Service Plan
to determine an appropriate level. of police services for the citizens of Shakopee for the
next five years; and
WHEREAS, the members of the Police Services Master Planning Task Force
have given of their time and talent and have represented their community in a
professional manner while completing their mission of helping the City of Shakopee to
identify an appropriate level of police services for the next five years.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Shakopee hereby expresses its thankS and appreciation to Chuck Berg, Barb Danielson,
Joe Helkamp, Matt Lehman, Jon McBroom, Steve Menden, Lany Norring, Scott Reis,
Matt Rude, and Linda VanDuzee for their time and effort in advising the City Council
and city staff of current and future priorities and service levels expected by the citizens .
of Shakopee.
Adopted in adjourned regular session of the City Council of the City of
Shakopee, Minnesota, held this 15th day of July, 2008.
