INTRODUCTION
City Council is asked to accept a Laser Radar, worth approximately $3,500.00, from the
Minnesota State Patrol's Operation NightCap. The Laser Radar will be used to improve
traffic enforcement in the City of Shakopee.
BACKGROUND
Operation NightCap (Night-time Alcohol Concentrated Patrol) is an impaired driving
prevention program involving law enforcement saturation patrols in the metro area. The
operations are run by the local State Patrol districts and involve local patrol by county,
state, and local officers.
The Shakopee Police Department has participated in two Operation NightCap saturation
projects in 2003. On-duty offi.cers, placing en emphasis on looking for impaired drivers,
logged their traffic stops and reported their activity to the State Patrol on May 24 and
November 26.
The Shakopee Police Department was awarded a Custom Signals Laser Radar for their
participation in the May 24, 2003 Operation NightCap saturation. The laser was the grand
prize for a drawing that included all agencies that participated in the May 24 NightCap.
The laser was presented to the Shakopee Police Department by Lieutenant Doug Thooft
of the Minnesota State Patrol on November 26,2003.
The City donation policy requires a 2/3 vote to accept non-cash items over $500.00.
REQUESTED ACTION
If City Council concurs, it should, by motion adopt Resolution Number 5998, A
Resolution of the City of Shakopee, Minnesota, Accepting the donation of a Laser Radar
from the Minnesota State Patrol Operation NightCap.
RESOLUTION NO. 5998
A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA,
ACCEPTING A $3,500 LASER RADAR FROM
THE MINNESOTA STATE PATROL OPERATION NIGHTCAP
WHEREAS, on November 6, 2002, the City Council adopted Resolution No.
5794, which established procedure relating to the receipt of gifts and donations by the
City; and
WHEREAS, Resolution No. 5794 specifies that non-cash donations valued at
more than $500 shall be accepted by resolution of the City Council, and shall require a
two-thirds majority of the Council for acceptance; and
WHEREAS, The Minnesota State Patrol has awarded the Shakopee Police
Department with a Custom Signals Laser Radar valued at approximately $3,500.00 for its
participation in the Operation NightCap; and
WHEREAS, such a donation will enhance traffic enforcement and safety in the
City of Shakopee.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SHAKOPEE, MINNESOTA, that the donation of a Custom Signals Laser
Radar from the Minnesota State Patrol (Operation NightCap), is gratefully accepted; and
FURTHER, the laser radar will be used to improve traffic safety and enforcement,
which is consistent with the wishes of the donor.
FURTHER, that City staff is directed to send a letter to the donor, acknowledging
receipt of the gift and expressing the appreciation of the City Council.
Adopted in adjourned regular session of the City Council of the City of Shako pee,
Minnesota, held this 6th day of January, 2004.
