As you know, in the Spring of 2002, the CitY so'ught
to re-:define its long-range vision for our
City.....and we asked you to 'help us! The result'
was a planning document caUed our U 2020 Vision
and Strategic Platt' that we hope you've heard of
again and again during the past year. The plan
provides the path for our community's future, and
is the best example of what can be accomplished
through the collaborative efforts of over 6S
community volunteers, representing a wide-range
of interests, coming together to define what they

IKJIf1 Progress is certainly underway - directly as
a result of the 2020 Vision that you defined! From
the City and Township's new agreement for the
annexation of nearly 3000 acres.......to the Grand
Opening of Lakefront Plaza......to refurbishing our
water towers....to the City's proposed property tax
reduction on the City portion of your 2004 tax
bill.........to next year's plans for street-scaping in
the Downtown area. We'll review it all in the
context of these Vision Elements:

We hope you don't think your contribution is over!
Just as important as creating this Vision, is to keep it
alive. The City Council keeps it alive through its policy
decisions. The City staff keeps it alive by striving to
accompUsh its annual goals. And you can help keep it
alive by providing your perspectives during a Long-
Range Planning Committee work session to be held
Wednesday. October 8. 2003 (6pm-9:30pm) at The
Wilds Golf Club.

Introduction
Haw we Got Here: The 5tratlfjc Planning Prrxess
In 2002, the Prior Lake City Council adopted a set of Gty goals, among which was the need
to update the Gty's Strategic Plan in order to guide the City's growth and development into
the year 2020.
Consultant Carl Neu was hired to lead a committee of over 60 community volunteers,
representing a broad range of interests, through the long-range planning process. The committee
included representation from many areas of the community, including residents, businesses,
developers, education, senior citizens, youth, arts, athletics, faith.based organizations, civic
organizations, adjoining townships, County officials, SMSC representatives, police, fire and other
City staff.
The committee met four times, investing over 1000 collective hours, and identified the critical
issues facing the City. The issues identified included:
· Growth & Land Use Management, including growthJ1and use, annexation, and
relationship between Downtown & the lake.
. Economic Vitality, including commercial development, financial resources,
economic base & Downtown redevelopment.
. City /Connnunity Quality and Amenities, including youth and senior citizen
activities, trails, general amenities, housing stock and City aesthetics.
· City Services and Assets, including infrastructure and public safety.
· Preservation of Natural Resources, ineluding environment and water quality.
· Intergovernmental Cooperation & Partnering
· Community Leadership and Involvement
On June 12, 2002, the committee crafted the following Strategic Planning document to help guide
the City into 2020. The purpose of the plan is two-fold. First, the plan creates a Vision that will

lead the community over the next 20 years. Second, the plan is intended to initiate lasting
partnerships, and at the same time, the process created community advocates to help the
governing body and staff make this Vision into a reality.
Hopefully, the end result of this process is a' plan that not only identifies direction for our
development, but one that encourages excitement for our community, and creates motivation for
everyone to actively participate in this Vision for Prior Lake.

Center / City Hall provides the gateway to Downtown and Lakefront Park amenities. The

has a reputation for its positive working pa11nerships with the SMSC, as well as the School
District, Townships, County and numerous community organizations.

variety of homes, meeting housing needs for all ages and lifestyll' Developments preserve the

Prior Lake government maintains a sound financial position while providing high quality services
to its residents. Citizen input is sought to identify problems and develop mutually acceptable
solutions. Program effectiveness and sel-vices are monitored to assure cost-effectiveness with the
customer in mind. Priority is placed on aesthetics and the m'lintenance and replacement of
infrasttuctul:e.
Small-town values of family, quality education, courage, pride,
honesty and human worth are recognized and celebrated.

Umbrella Issues
In a word -- Partnerships
Umbrella issues are 'th9se of such importance, that they cross
boundaries and are integral pieces of each of the 2020 Vision
Elements of this plan. Thoughout the long-range planning
process, one issue, unanimously identified by each of the stakeholder
groups was PARTNERSHIPS.
The:re was no mistake that the committee identified the need to build
and maintain productive partnerships 'with residents, businesses, the
School District, and other civic organizations as a key element in making
our 2020 Vision a reality. The committee recognized that the people of
Prior Lake, and their commitment and energy, are what make great
things happen. That's why partnerships are so important.

. The challenge for each of you is, as we confront those issues, whether as
individuals or as partners, to search for ways to turn those issues into
opportunities. When faced with an issue, think creatively. Draw from
the vision the long-range planning committee has identified in these
pages. Find solutions that will bring us to our common goal. Tell your
