INTRODUCTION:
Attached is a signal justification report, as prepared for Scott County by Short-Elliott-
Hendrickson, Inc., for the signal modification at CSAH 69 and Fuller Street and for the
removal of the signal at CSAH 69 and Scott Street. The County is requesting a letter of
support from the City agreeing to the removal of the Scott Street signal upon the
modification of the Fuller Street signal.
BACKGROUND:
Attached to this memo is a Capital Improvement Program (CIP) project sheet for
extension of Fuller Street, from 1 st A venue to Levee Drive, a project associated with the
HRA development ofNorthridge Court. Included in this project is the modification of a
traffic control signal at CSAH 69 and Fuller Street. In this CIP project, staff did include
$50,000.00 of Capital Improvement Funds for our cost for the signal modification.
Attached to this memorandum is a signal justification report from Scott County with a
preliminary estimate of $99,180.00 for the signal and roadway improvements, in which
50% would be paid by Scott County and 50% by the City of Shakopee. Additionally, the
City of Shakopee would be responsible for 100% of any emergency vehicle preemption
modifications costs and the electrical operating costs would still be the responsibility of
the City of Shakopee, as it currently is. Attached also is a revised estimate cost from
January 22,2004 in which Shakopee's share is estimated at $51,518.00.
Also included in the signal justification report from Scott County is a signal removal
analysis for the signal at Scott Street and CSAH 69. With the relocation of St. Francis
Hospital, the Shakopee Area Catholic School, the major fire station in Shakopee being
relocated to Vierling Drive, and the construction of T.H. 169, the need for a signal at
Scott Street and CSAH 69 is not warranted. If the signal system at Fuller Street and
CSAH 69 is modified, the Senior High Rise at Levee Drive and Northridge Court will
have a signal system for vehicles leaving and entering this area.
The purpose of this agenda item is for City Council to authorize staff to prepare a letter of
support for the removal of this signal system at Scott Street and CSAH 69. This letter is
needed as part of the signal justification report for the Minnesota Department of
Transportation.
ALTERNATIVES:
1. Approve a motion authorizing the preparation of a letter of support to Scott
County for the removal of the traffic control signal system at Scott Street and
CSAH 69, upon the modification of the signal at Fuller Street and CSAH 69.
2. Do not authorize a letter of support for the removal of the signal system at Scott
Street and CSAH 69.
3. Table for additional information.
RECOMMENDATION:
Staff recommends Alternative No.1, as the modification of the signal system at CSAH
69 and Fuller Street will meet the traffic needs in the area north of 1 st A venue and lessens
the need for the signal system at CSAH 69 and Scott Street. Also with the reduction of
traffic, relocation of the hospital, Shakopee Area Catholic School and the main fire
station in this area, the need for a traffic signal at this location is not warranted.
ACTION REQUESTED:
Approve a motion authorizing the preparation of a letter of support to Scott County for
the removal of the traffic control signal system at Scott Street and CSAH 69, upon
modification ofthe signal at Fuller Street and CSAH 69.

TRAFFIC SIGNAL JUSTIFICATION

Project Description
The proposed signal is located in the City of Shakopee in Scott County, as shown in Figure 1.
County State Aid Highway (CSAH) 69 is currently a 4-lane urban design roadway in the area of
Fuller Street, with an auxiliary left turn lane provided for the WBL movement. CSAH 69 is
classified as an A-Minor Arterial roadway. The posted speed limit on CSAH 69 through this area is
30 MPH.
Fuller Street to the south of the project location is a 30 MPH 2-lane urban roadway, on-street
parking and sufficient width as to operate as a two-lane approach. Fuller Street serves as a primary
access point onto CSAH 69 for traffic leaving downtown Shakopee. Fuller Street to the north of the
project is presently being constructed, creating the need for a signal revision in order to
accommodate a fourth approach leg. The north leg will also be a 30 MPH 2-lane urban roadway,
but will not provide on-street parking.
The intersection is currently controlled by a four-phase traffic signal including a protected left turn
phase for the westbound left-turn movement. The present signal was installed during the
reconstruction ofCSAH 69 (then USTH 169) in 1993. Most components of the existing signal will
be left in place, with additional equipment added to accommodate the north leg presently being
constructed. Figure 2 shows the present intersection geometrics.
The developer constructing the northerly extension of Fuller Street will modify the existing medians
in order to accommodate a new northbound left turn lane and a new crosswalk. Figure 3 illustrates
the proposed intersection geometrics. The proposed traffic signal modifications will eliminate the
protected left turn phase; therefore the new system will operate as a four-phase fully actuated signal.
The signal work will maintain the current Emergency Vehicle Preemption System, with additional
components to accommodate the new north leg.
Also included in this project is the removal of the existing traffic signal at CSAH 69 and Scott
Street, two blocks west of the Fuller Street signal. Traffic levels at this intersection are far below
the 60% level required for signal retention as described in the 2003 edition of the Minnesota Manual
on Uniform Traffic Control Devices. As required by the MMUTCD, the removal will follow the
procedure outlined in the User Guide for the Removal of Not Needed Traffic Signals (FHW A
1980). The Signal Removal Analysis Worksheet from this publication is included in this report.
Cost, Fundin2, and Maintenance
The engineer's estimate for this signal project and associated roadway improvements is $99,180.
The proposed signal cost participation is as follows: 50% Scott County and 50% City of Shakopee
(although state aid funds are anticipated for this project). Emergency vehicle preemption (EVP)
modification costs shall be the responsibility of the City of Shakopee. Electrical operating costs will
continue to be the responsibility of the City of Shakopee.
Reconstruction of the concrete medians on the east and west legs shall be the responsibility of the
private contractor building the northerly extension of Fuller Street. These improvements shall be
conducted under pennit from the County.

No design exceptions to Mn/DOT or AASHTO Standards are required.
Justification for Modification/Retention of Signal at Fuller Street
Justification of this signal system was studied with respect to the warrants outlined in the Minnesota
Manual on Uniform Traffic Control Devices (MMUTCD) for the intersection of a 2+ approach lane
roadway (in one direction) with a 2+ approach lane roadway, using the 30 MPH speed limit for
CSAH 69. Approach counts to this intersection were taken in November 2003. The traffic volume
data obtained is included in the supporting materials of this report.
The inplace traffic signal was installed prior to the opening of the USTH 169 Bypass and
subsequent tumback ofCSAH 69 to Scott County. The opening of the USTH 169 Bypass in 1995
resulted in a marked decrease in traffic on CSAH 69. Per the November 2003 approach counts, a
new signal system would not be considered justified at this location if it were currently
unsignalized. However, the traffic volumes are not sufficiently low (below 60% of warrant values)
to justify automatic removal of the inplace signal. The volumes observed were between 60% and
80% of warrant values, and therefore the signal may be considered for removal based on an
engineering study per the MMUTCD. Due to the current and forecast growth in the area, Scott
County does not consider removal of the signal to be prudent at this time. Furthermore, there is no
evidence that the inplace signal is causing undue delay or safety problems. With the signal
remaining inplace, modifications must be made to accommodate the construction of the north
approach in 2004 in order for the signal to continue to operate safely.
Justification for Modification/Retention of Sh~nal at Fuller Street
Also included in this project is the removal of the inplace signal system at CSAH 69 and Scott
Street. This signal was installed to facilitate egress from the area north of CSAH 69 when traffic
volumes on CSAH 69 (then USTH 169) were much higher. Traffic levels have dropped
considerably with the opening of the Shakopee Bypass (new USTH 169), making this signal
unnecessary. Furthermore, the area to the north will soon have access to the signal at Fuller Street
with the construction ofthe northerly extension of Fuller Street.
The City of Shakopee supports the removal of the Scott Street signal system, as traffic volumes are
sufficiently low that the signal causes unnecessary delay. Additionally, a high incidence of red-light
violation was observed when studying this intersection. MMUTCD states in section 4B.2 that "A
signalized intersection that does not meet 60 percent of the volume requirements of Warrant 1 and
meets no other warrant should be considered not warranted and should be removed from
operation." Peak hour counts were taken at this intersection to verify the need for removal. 60%
signal warrants were not met for the peak hour periods; therefore it is reasonably assumed that 60%
warrants are not met outside the peak periods. Additional analysis was conducted as required by the
User Guide for the Removal of Not Needed Traffic Signals (FHW A 1980), which also supported the
removal of the signal. Therefore, Scott County considers removal of the traffic signal at CSAH 69
and Scott Street to be warranted and justified. Upon removal of the signal, the intersection will be
controlled by stop signs for the Scott Street approaches.
