Date: February 3, 2004 INTRODUCTION Staffis seeking the City Council's authorization to send out Requests For Qualifications for Architectural Services to design the park shelter at the new Soccer/Athletic Complex on 17th Avenue. BACKGROUND The construction of the new Soccer/Athletic Facility on 17th A venue was split into two phases. Phase I included: . Grading and seeding the northern-most 10-acres into two soccer fields, . Re-grading of Sun Path School play fields, . Installation of a 200-car parking lot, . Construction of a roadway connection to Independence Drive, . Installation of an irrigation system on the entire 30-acre site including Sun Path School, . Construction of an asphalt trails, . Drilling of a shared use, non potable well, and . Planting of approximately200 trees. Phase II, slated for 2004, involves the design and construction of a park building that will have restrooms, a concession stand, storage space and a canopy for shade protection. The Parks Capital Improvement Program identifies $385,000 for the facility including architectural costs. Design services generally range from 7-12% of the project cost. Miscellaneous costs such as printing, mailings, travel, additional meetings and inspections are extra. SCOPE OF SERVICES Conceptual Planning - working with staff & Soccer Association Conceptual Drawings Land Surveying Construction documents & bid package Periodic site inspections RFQ SCHEDULE February 13th ~ Mail out RFQ February 23rd - Deadline for RFQ submittal February 25th - Interviews March 3rd - Council approval to hire Architect ALTERNATIVES 1. Authorize staff to send out Requests For Qualifications for Architectural Services for a new park building at the new Soccer/Athletic Complex on 17th Avenue. 2. Table for further information from staff. 3. Do nothing. RECOMMENDATION Alternative # 1 ACTION REOUESTED If Council agrees with staff's recommendation, it should by motion, move to authorize staff to send out Request For Qualifications for Architectural Services for a new park building at the new Soccer Athletic Complex on 17th Avenue.
