CITY OF SHAKOPEE Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Mechanic's Assistant Position for the Public Works Shop Division DATE: February 17, 2004 INTRODUCTION: As discussed during the budget process and in the 2004 Budget, a full time permanent mechanic was included in the Shop Division of the Public Works Department. City Council is asked to approve a Mechanic's Assistant job position and asked to authorize staff to proceed with advertising for this position. BACKGROUND: The 2004 Budget, included in the Shop Division, a third full time mechanic to meet the needs of maintaining and repairing the equipment in the Street, Park, Engineering, Building, Administration, Police, Fire and SPUC vehicles. Attached to this memorandum is the following for Council review and consideration in approving the Mechanic's Assistant job position and authorize staff to advertise for this position. . Mechanic's Assistant job description. . Internal Service Fund list of equipment for each division in which the Shop Division is responsible for maintenance and repair. The list of equipment in the Internal Service Fund and the vehicle inventory are the major pieces of equipment that require ongoing maintenance and repair in order for the various divisions in the City of Shakopee to perform their various tasks and duties. Also, the Shop Division does a variety of repair in maintenance functions for a list of minor equipment such as chain saws, blowers and other small pieces of equipment. The City has grown in the last few years and the additional amount of equipment and needed maintenance and repair is such that another full time person is warranted in the Shop Division. In the past year of 2003, the Shop Division has had a full time temporary person assisting the two full time mechanics in meeting the needs of the City for maintenance and repair of its equipment. A large increase in mechanics time in 2003 has been the maintenance of the Fire Department's vehicles, which previously was not done by the Shop Division mechanics. After review of the needs of the City, the appropriate position to fill that need, staff has prepared a Mechanic's Assistant position, which is a position to assist the full time mechanics in doing their duties, repairs and maintenance of routine difficulty. This position will allow the two full time mechanics to work on the more challenging projects and also to be of assistance from this division in performing those duties. Bud2et Impact: As part of the budget process is the budget for a full time mechanic with an estimated starting pay of $36,900.00, not including benefits. The Mechanic's Assistant position is rated similar to the Maintenance Operator position and therefore would be one pay grade less than a full time mechanic. Thus, the impact of the budget would be slightly less going with the Mechanic's Assistant position. The final salary range will be negotiated with the Public Works Union. Since the City has been utilizing a temporary mechanics helper position for the year 2003, and for 2004 a full time third person in the Shop Division is needed to meet the needs of vehicle maintenance. Also, with the growth of the City and the additional Police cars that will be coming online for the year 2004, this additional position is justified and warranted in staff s opinion. ALTERNATIVES: 1. Approve the Mechanic's Assistant job description and authorize staff to advertise for filling of this position. 2. Do not approve the Mechanic's Assistant position and authorize staff to proceed with the hiring of a full time mechanic. 3. Do not authorize any hiring at this time. 4. Table for additional information. RECOMMENDATION: Staff would recommend Alternative No.1, as a full time person in the Shop Division to assist the full time mechanics has been necessary and is needed for 2004. ACTION REQUESTED: If Council concurs, move to approve the Mechanic's Assistant job description and authorize staff to advertise filling of this position. ~ BLlpmp MECHANIC City of Shakopee Job Description Job Title: Mechanics Assistant Division: Shop Department: Public Works Reports To: Public Works Supervisor FLSA Status: Non-exempt Approved By: City Council Approved Date: February 17,2004 SUMMARY Repairs and maintains automotive and equipment of routine difficulty under the direction ofthe Mechanics. All duties performed will be in accordance with the department's safety policies and procedures. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Perform basic preventative maintenance on City vehicles including tune-ups, lubrication, tire changes and simple parts replacement. Perform basic repairs and servicing of carburetors, alternators, starters, water pumps, clutch and brakes (both hydraulic and air) on City vehicles and equipment. Operate a variety of diagnostic instruments and hand, electric, welding and air-driven tools. Assist with the upkeep of maintenance records and inventories. Pick up parts and materials and run other errands as directed. Maintain good housekeeping practices and the physical maintenance of the shop to assure it is maintained in a clean and safe condition. Maintain shop equipment and tools in safe and efficient working condition. Respond willingly to work extended hours to repair equipment and vehicles or respond to after hour emergencies, if necessary. Perform the duties ofa truck driver or snowplow operator, if needed. Perform other duties as apparent or assigned to assist the operations of Public Works Department. QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. EDUCATION and/or EXPERIENCE High school diploma or equivalent, supplemented by courses in automotive, truck and small engine repair and maintenance. One-year mechanical experience with vehicles, small engines and heavy equipment. LANGUAGE SKILLS Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. REASONING ABILITY Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form, define problems, and draw valid conclusions. Ability to understand the desired end product of job assignments in order to ascertain the most efficient and effective way to achieve the desired result. CERTIFICATES, LICENSES, REGISTRATIONS Possession of valid Minnesota Commercial Drivers License with Tanker and Air Brake Endorsements within six months of hire. OTHER SKILLS AND ABILITIES Knowledge of standard practices, methods, tools and equipment used in the automotive repair trade. Working knowledge of the operation and care of internal combustion engines and hydraulics. Ability to operate all equipment maintained by the department to standards which, provide knowledge about the performance and required maintenance level ofthe equipment. Ability to maintain computerized records. Ability to complete tasks assigned in a timely manner. Ability to communicate effectively.
