BACKGROUND: City Council has approved plans and specifications for 4th A venue, from Naumkeag Street to Shenandoah Drive; and Sarazin Street, from 4th Avenue to C.R. 101 on February 17, 2004. In order to expend Municipal State Aid Funds on this project, a resolution restricting parking on 4th A venue and Sarazin Street is necessary. The resolution is to restrict parking on 4th A venue, from Naumkeag Street to Shenandoah Drive to allow the construction of a three-lane roadway by CSAH 17 and to allow for safe better' sight lines along the roadway. Sarazin Street is being built to a 36 foot wide roadway, which could allow one lane of parking. However, staff would recommend no parking due to the number of large trucks that would use this roadway. ALTERNATIVES: 1. Adopt Resolution No. 6014, a resolution restricting parking on 4th Avenue, from Naumkeag Street to Shenandoah Drive; and on Sarazin Street, from 4th Avenue to c.R. 101. 2. Do not adopt Resolution No. 6014. 3. Table for additional information. RECOMMENDATION: Staff recommends Alternative No.1, in order for the City to obtain Municipal State Aid Funds for this project and in order to meet the standards on Municipal State Aid streets for these urban roadways. ACTION REQUESTED: Offer Resolution No. 6014, A Resolution Restricting Parking on 4th Avenue, from Naumkeag Street to Shenandoah Drive; and on Sarazin Street, from 4th Avenue to C.R. 101, Project No. 2003- 3 and move its adoption. ~Lo~ Public Works Director BUpmp MEM6014 RESOLUTION NO. 6014 A Resolution Restricting Parking On 4th Avenue, From Naumkeag Street To Shenandoah Drive; And On Sarazin Street, From 4th Avenue To C.R. 101 Project No. 2003-3 WHEREAS, the City of Shakopee will be expending Municipal State Aid Funds on this highway; and WHEREAS, since this improvement lacks adequate width for parking on both sides of the road, approval of the proposed construction as a Municipal State Aid project must therefore include certain parking restrictions.
