CITY OF SHAKO PEE Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Consider Approving Plans and Ordering Advertisement for Bids for the 2003 Reconstruction, Project No. 2003-3 DATE: February 17,2004 INTRODUCTION: Attached is Resolution No. 6012, which approves the plans and specifications and authorizes staff to advertise for bids for Project No. 2003-3 for improvements on the 2003 Reconstruction Project, which includes improvements to 4th Avenue, from Naumkeag Street to Shenandoah Drive; Sarazin Street, from 4th Avenue to c.R. 101; and Cavanaugh Drive, from Sarazin Street to the Union Pacific Railroad crossing. BACKGROUND: On November 6, 2002, City Council ordered the preparation of a feasibility report for the 2003 Reconstruction Project. The report was completed and accepted by the City Council on April 15, 2003. The public hearing was held on May 6,2003 and at that time City Council adopted Resolution No. 5885 ordering the preparation of plans and specifications for the 2003 Reconstruction Project. This proposed project includes the following streets: . 4th Avenue, from Naumkeag Street to Shenandoah Drive . Sarazin Street, from 4th Avenue to C.R. 101 . Cavanaugh Drive, from Sarazin Street to the west terminus at the Union Pacific Railroad crossing The plan design has been completed by WSB & Associates, Inc. for the improving of the streets, as previously mentioned, and also for extension of sanitary sewer, watermain and storm sewer in this area that is currently not served with sewer and water and without a storm sewer system. The design elements of the plans have the following items: . 4th Avenue, from Marschall Road to Shenandoah Drive, is proposed to be a 44 foot wide urban three lane roadway with a concrete sidewalk on the south side :,....,.... .....1.'..'.... ,.;.."f".'.;.n;'...I.-:'..,.,....I'.....-,.,." I y,... ..., :.'" -"":.,,, .. . . and a bituminous trail on the north side. This roadway will be designed to a 9-ton State Aid Standard, with "no parking" on this roadway. . Sarazin Street is designed to be a 36 foot two lane urban roadway with no parking allowed on this segment of roadway and also a 9-ton State Aid Standard to handle heavy trucks for the Light Industrial zoned area. . On Sarazin Street, a new railroad crossing with warning signals and gates will be included in the project and is currently being designed by Union Pacific Railroad. . On Sarazin Street, sanitary sewer, watermain and storm sewer with storm water ponding is being installed as necessary infrastmcture for property in this area to develop to City Standards. . On 4th A venue, west of CSAH 17, this segment of roadway includes rehabilitation of an existing sanitary sewer line and extension of a new sewer line to serve a parcel, which does not currently have sanitary sewer service. After the completion of the utilities on this segment of 4th A venue, it is proposed to mill and overlay the bituminous pavement, from Naumkeag Street to Marschall Road, and restripe the roadway to a three-lane design to match up with the signal at CSAH 17. . On 4th A venue, from Marschall Road to Shenandoah Drive, additional sanitary sewer and water services will be provided to property owners that request them as part of this project, due to the rock elevation in the area. A sanitary sewer service line will be redone for the Knights of Columbus facility and a watennain will be extended to service that building. . On 4th Avenue, watermain will be extended from Sarazin Street to Shenandoah Drive to connect the watermain at Shenandoah Drive and at Spruce Street and to provide water service for the future Shenandoah Business Park. . On Cavanaugh Drive, the existing bituminous will be reclaimed in-place on the roadway, with additional aggregate base added and new bituminous pavement so that this roadway will be built to a 9-ton standard. . On 4th Avenue and Sarazin Street, it is proposed to add street lighting in this area to meet the Street Lighting Policy adopted by Shakopee Public Utilities Commission (SPUC) and the City of Shakopee. The street lighting standard in this area has been a wooden pole with a cobra style luminare. Other industrial parks have had a fiberglass pole with shoebox style luminare and staff is working with SPUC on costs for various street lighting standards to be brought back to the Council at a future date. Attached also to this memo is a list of concerns from the residents that attended the informational meeting on February 10, 2003 on the design of the plans. The main items mentioned at the meeting would be the speed limit on 4th Avenue, which is currently 30 m.p.h., and the residents desire to maintain that speed limit and for consideration for placing 4-way stop signs at Sarazin Street and 4th Avenue. Also, comments were received from the residents desiring to see the existing overhead power lines buried underground on 4th A venue. A total of 16 people did attend this informational meeting on February 10, 2004. Also attached to the memo is a current cost estimate of the project and the impact to the various funding sources associated with the street reconstruction project. The current estimate for these project costs from the feasibility report has gone from $2.88 million to $3.5 million, with the cost increase mainly in the storm drainage areas, along with additional street reconstruction items that were either omitted or added as part of the design and additional watermain from the feasibility report was required by SPUC to connect up to Spruce Street and to change the watermain along 4th Avenue, from 8 inch to 12 inch. The main items impacted for funding would be assessments, which are estimated to be approximately 24% higher largely due to additional street, sanitary and watermain items, as well as higher projected costs, as determined through the design process. Another major impact will be the Storm Drainage Fund, in which significant storm water costs were determined during the design process in order to meet the necessary design on 4th Avenue and Sarazin Street. For instance, staffhad estimated open cutting underneath the railroad tracks, which has been done in the past and is no longer allowed and boring under the railroad tracks is a much higher cost than previously estimated. Additional rock excavation is factored into the storm water pond and storm sewer system, which was more than previously estimated. Additional storm sewer is needed to pick up storm sewer from adjacent properties along 4th Avenue. Staff did mention these additional costs to the property owners, that were in attendance at the meeting, and the residents that were there were still in favor of the project moving forward as they felt this was a much needed proj ect. It is staffs intent to request plan approval from the City Council and authorize the advertisement for bid on the February 17, 2004 meeting. The bid opening would be in late March, with consideration of bids at the April 6, 2004 City Council meeting in order to begin construction in the middle of April to meet SPUC's building schedule in providing utilities and also a paved street for their facility. There are some parcels that staff has not been able to negotiate the necessary right-of-way for this project. However, a condemnation hearing has been scheduled and acquisition date on the remaining parcels would be on April 16, 2004. ALTERNATIVES: 1. Adopt Resolution No. 6012. 2. Deny Resolution No. 6012. 3. Table for additional information. RECOMMENDATION: Staff recommends Alternative No.1, to approve plans and specifications in order to proceed with the project as outlined in this memo. RESOLUTION NO. 6012 A Resolution Approving Plans And Specifications And Ordering Advertisement For Bids For The 2003 Reconstruction Project No. 2003-3 WHEREAS, pursuant to Resolution No. 5885 adopted by City COtmcil on May 6, 2003, Bruce Loney, Public Works Director has prepared plans and specifications for improvements for 4th A venue, Sarazin Street and Cavanaugh Drive by the installation of sanitary sewer, watermain, storm sewer, storm water ponding, grading, street reconstruction, aggregate base, bituminous paving, curb & gutter, concrete sidewalk, bituminous trail, railroad crossing and warning signals, street lighting and all appurtenant work and has presented such plans and specifications to the Council for approval. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA: 1. Such plans and specifications, a copy of which is on file and of record in the Office of the City Engineer, are hereby approved. 2. The City Clerk shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids upon the making of such improvement under such approved plans and specifications. As outlined in the feasibility report (prepared by the City of Shakopee on April 10, 2003) this project is broken into four segments. Segment 1: 4th A venue from Naumkeag Street to Marschall Road This segment consists of the following: . Milling and overlaying the existing bituminous pavement. . Extend the sanitary sewer main west to serve a vacant parcel that does not have sewer at this time. Segment 2: 4th A venue from Marschall Road to Shenandoah Drive This segment consists of the following: . Reconstructing the street pavement to a width of 44 feet, with concrete curb and gutter. . Addition of sidewalk and bituminous trail. . Installation of storm sewer to facilitate drainage. . Replacement of the existing KC Hall sanitary sewer service on 4th A venue from Sarazin Street to their building. . Installation of an 8-inch trunk watermain on 4th Avenue from Sarazin Street to Shenandoah Drive. . Addition of street lighting (by SPUC) to meet the City's Street Lighting Policy. . Installation of storm sewer to facilitate drainage, including a crossing under the existing railroad tracks. . Construction of a stormwater pond to serve developed industrial land, as well as future indi vidual land and Viking Steel Road drainage. .
