Subject: Parks and Recreation Survey Results
Recommended Future Action
INTRODUCTION
The Parks and Recreation Advisory Board has requested a joint work session with City
council to discuss the survey results, and present recommendations for future action.
BACKGROUND
In 2003, the Parks and Recreation Advisory Board recommended to City Council that the
City undertake a Parks and Recreation needs assessment of residents to get their
opinion on Parks and Recreation services. In addition to their current satisfaction, the
Advisory Board wanted feedback on future needs, as well as priorities of service should
reductions become necessary.
City Council appointed the Parks and Recreation Advisory Board and a Citizen Task
Force to develop the survey. City staff was responsible for working with the Task Force
and Advisory Board to develop, refine, and finalize the survey questions. Council
authorized an agreement with Scott County to develop and administer an internet based
survey, which was conducted during October and November of 2003.
Scott County staff developed the online survey using their survey software, compiled the
results, and submitted a report to the Parks and Recreation Advisory Board at their
December 22,2003 meeting.
SUMMARY OF KEY FINDINGS
Number of Respondents
628 households, or approximately 5% of the survey sample, responded to the survey.
Although this is a low percentage of respondents, if this were a random sample survey,
372 responses would have been necessary to have a 95% confidence level that the
population as a whole is within +/-5% of the responses. Furthermore, 629 responses
would have been necessary to have a 99% conference level that the population as a
whole is within +/-5% of the responses. (As some of you may recall, the random sample
telephone survey methodology considered last year would have involved 400
households.)
Another way to look at the results is to consider the quantity of information received. For
example, if the City were to try to get feedback through a community forum or
neighborhood meeting process, it would likely require significant efforts to get
. participation from 628 households.

. 24 households (3:8%) responded that they have needs for adaptive or inclusive
recreation. The majority of these individuals

Open-Ended Responses
Respondents provided 62 pages of open-ended responses. In order to help sort through
this data, we have consolidated the responses from the 62 pages down to 34
(AttachmenfA), trying to capture common themes in the responses.
PRIMARY CONCLUSIONS
The Parks and Recreation Advisory Board reviewed the results at their December and
January meetings. There is an extraordinary amount of data that was collected,
especially from the open-ended responses. In order to provide focus for the discussion,
staff and the Advisory Board developed the following primary conclusions:
. Trails: The use of trails for biking and walking is the most common recreational
facility use. Trails are also rated highest in terms if importance, and have the most
support for future-improvements.
. Natural Areas and Open Space: Acquisition of land for natural areas and open space
is also a high priority, and. deemed an important service.
. Parks: Community Parks have the second highest park and recreation facility use,
and are deemed to be more important than neighborhood parks. Respondents
frequently cited the need for more parks as the City develops.
. Community Center: 61% of respondents have used the Community Center, and
expansion of the Community Center ranks third in support for improvements to the
parks and recreation system. Indoor swimming, expanded cardio/strength training,
and indoor playground are the three most desired amenities.
Other Conclusions:
. Condition of Parks: Comments on the condition and quality of maintenance for parks
and other recreation facilities varied considerably. However, in summarizing the
open-ended responses, there appears to be a need for more maintenance in both
larger community parks and sports complexes.
. Aquatic Park: Respondents commented that the Aquatic Park building needs to be
replaced.
. Ice Arena: Second sheet and better heating were the most frequent requests.
. Recreation Programs: Overall, respondents were mostly satisfied with the quality of
Recreation Programs (with 1 being not satisfied and 5 being very satisfied, the mean
score was 3.52).
. Sports Association Programs: Respondents were also mostly satisfied with the
quality of sports association programs (with 1 being not satisfied and 5 being very
satisfied, the mean score was 3.57).
. Promotion of Services: Most respondents would prefer to get information on our
programs and services in a quarterly brochure. However, there were a significant
number of responses in various categories that indicate residents don't know about
all of our services.
. Online Registration: 66% of respondents indicated that they would register for
programs online if we would provide this service.
RECOMMENDED FUTURE ACTION
The Advisory Board is recommending the following steps be taken to respond to the
primary conclusions form the survey:
Trails
. Update the City's trail plan to reflect the growth that has occurred since 1998 (the
last update), and to provide vision for the future.
. Continue to require trails and trail connections as development occurs.
. Identify breaks in existing trails and plan for those connections.

Acquisition of Land for Open Space, Natural Areas, and Active Park Areas
. Update the City's Park Master Plan to reflect the growth and parkland acquisition that
has occurred since 1998 (the last update).
. Identify search areas or specific parcels of land for potential acquisition either
through purchase or through the development process.
Community Center
. Review the plans that were developed as part of the 1999 referendums.
. Analyze the options for providing enhanced services.
. Bring forward an updated plan and recommendation for City Council consideration.
Community and Neighborhood Parks
. Continue to plan for development and redevelopment of community and
neighborhood parks as part of the annual Capital Improvement Program.
Staff will continue to analyze the remaining data and develop plans for addressing
concerns and suggestions. Finally, the Advisory Board discussed undertaking a
visioning process for Parks and Recreation. I would anticipate more discussion on this at
an upcoming meeting.

- 1.) Privatize the community center. Stop wasting our tax money. 2.) Don't over do those new soccer fields. That
project went overboard. We do not need that many fields that are such a limited use activity. 3.) Require all developers
to add more neiQhborhood parks
. A dog park would be nice, or changes made to existing parks that would allow dogs within their borders - that would
be better.
. A growing area such as Shakopee needs to consider a lot of alternatives as the city continues to grow. A couple of
comments I would make is that one reason people moved here from more crowded areas is that it is more scenic and
peaceful
. A healthy community is responsible to all of citizen's. In 100 years, is Shakopeean's going to look back and know
that good decisions were made on behalf of the greater community. The world seems in turmoil, programs for children,
youth and adults
- A therapeutic type of water pool would be great!!! Water therapy is wonderful for folks with arthritis, fibromyalgia
and other conditions. There should be an access of some type so folks in wheelchairs may enjoy the pool. A slope
access and a lift would be areat
- Absolutely stop destroying the natural areas with the barrack style townhouses. Hold developers responsible for
replacing all the trees that they clear-cut. Make this a beautiful place to live where our children will want to stay. Now is
the chance
- Again please don't waste resources on a second sheet of ice!!!!!
- All Shakopee community areas are very nice. Tahpah park is quickly being outgrown, and could use batting cages.
- An indoor pool and expansion of the community center would definitely convince me (and my spouse) to join!
- Answers to question depend as upon "where" as "if'. Living on the Shakopee-Savage border, I know little about
Shakopee facilities and services because they are much farther than comparable facilities and services in Savage, which
we freauent more often
- As I stated, we live in the new Southbridge Development, which is on the far eastern edge of Shakopee, there is not
much available, Shakopee Parks & Rec. wise over in our area. I understand there will be more being developed by Red
Oak Elementary
- As new residents: most facilities are maintained well, however many are not of high quality. Playing surfaces are
generally good, but over used. The grass areas were either done on a low budget or receive more use than they can
handle.
- As Shakopee grows larger, more thought is required to provide green spaces. I often read and hear that the city
can not afford the land for the parks. The developers and the new homes and apartments should pay for this.

- Being somewhat new to Shakopee. the only park I am aware of is Prairie Bend. I believe if I knew where more
parks, walking/biking trails were, I would take advantage of them. The same with classes/activities that are available to
adults at the community center
- Besides the sidewalks in our area -I'd like to see bike/walking trails on the south side of 169. We are in the
Pheasant Run Addition behind the hospital and there's not much going on for scenic walking paths.
- Develop the riverfront/make more trails and nature areas/ clean-up what we have
- Do a survey on out door ice rinks and try to justify their existence.
- Don't let homebuilder's (and other's) greed destroy the beauty and character of this area. It would be nice to see the

. I realize that the Southbridge area has grown very fast, but I feel that the city of Shakopee has not done anything to
make this area feel like part of Shakopee. My family very rarely visits downtown Shako pee.

fantastic was about 3/4 mile off Cliff Road on Kennelly-i forget the name. It had 2 football/soccer fields, 2 hockey rinks,

- I think it would be wonderful to have a work out facility like lifetime, etc with child care or child activities at a
reasonable price.
- I think the city of Shakopee has a lot to offer from the standpoint of parks and recreation. Because of this I don't
feel it is in the best interest of the city to spend a lot of money on new parks and recreation projects.
- I think the city should put a stop to all the building going on around here. The city parks that we have are beautiful
and we should be so lucky to have as many as we do. We don't need parks all over the place, people need to get out

- I would like to see a baseball and softball complex for YOUTH ONLY. IN one location. That way parents would not
have to drive in ten different directions.

to support the needs of the children living in the higher density neighborhoods. What I've seen in the neighboring
townhome complexes ultimately creating congregation of these kids at places business owners will not want them.
These kids will float to the nearest open business area the "Hang Out". The smaller local parks would keep kids close to
home

another town build one and share ice time. Otherwise, limit the quantity of teams.

- In general Shakopee has a large number of parks, facilities etc. That many other communities can't match. f
believe that we have to spend more on maintenance for and improvement on the existing parks and facilities. Also, let's
buy any and all useful land we can afford, maybe a little more than we can afford, to ensure we have adequate land
resources for the future
- In order to pass a vote to expand the community center, it would have to provide a significant benefit to senior
citizens.
- In the Leisure Ledger column, it would be nice to see a short paragraph listing the upcoming weeks activities such
as Family Fun nights or other open swim times or open skate times. You could also mention if an activity is cancelled

- More parks sound wonderful, but from what I can see, the neighborhood park near us (Holmes) is rarely used and
not kept up. The weeds are over knee high. I think we need to concentrate on maintaining the parks we have before we
add too much more.
- More police patrolling at parks after hours would be nice. For example living by scenic heights park there is allot of
activity going on late at night.
- Most of the programs I just read about I didn't even know existed.
- Most often you have too large a price tag on these types of items.
- My biggest complaint with the Shakopee parks is that most of the parks are located so far west of us. For those of
us living on the East side (specifically in the Southbridge community) we need to drive clear across town to get to a park
- My priorities would be an indoor facility for tennis in the winter and an indoor aquatic facility with zero entry pool that
could be used by the disabled rather than having to go to Dakotah or the Chaska Community Center. Thank you for

~ One more thing...1 would never let my kid go to the skatepark. Everytime we walked by there this summer for
baseball or soccer, the bad language was loud and the kids were rude. Too bad everyone has to walk past there to get

Burnsville and we don't even live on a lake! With talks of needing a new high school the taxes will go up again.

Eagle Creek Blvd. Have been grieving for years at the development of the beautiful land near and adjacent to Dean Lake

- Rebuilding the Chaska/Shakopee swing bridge may attracted people from that community to Shakopee. Same
thing said about the Bloomington ferry bridge and memorial park.
- Remember when Caucasian was the first on the list?
- Routine maintenance needs to be taken care of at the parks we now have. Trees need to be trimmed and pruned,
shrubs need to be pruned, weeds need to be pulled or treated.
- Sell the Community Center for private development.
- Shakopee has a nice variety of recreational opportunities to offer. As Shakopee grows, it is clear that additional
opportunities will be needed. Cost must be kept in mind and also to serve the larger numbers first then the special
interest Qroups
- Shakopee has many services as listed. We don't use them all the time because we go to Lifetime, and because
we're in Savage; we head that direction more than going downtown Shakopee. However, we do some shopping in
Shakopee. such as our bank.
- Shako pee is growing way too fast to keep up with the numbers of children/adults that use or will be using these
types of facilities. More will be required for the future with the growth that is now taking place. Bottom line: SLOW down
the buildinQ
- Shakopee need to improve its parks and preserve some green space and natural areas. The thing that attracted us
to Shako pee was the "Country atmosphere" That need to be preserved and is what separates Shako pee from Burnsville
or Apple Vallev.
- Shakopee should have a fenced in dog recreational area, where owners can let their dogs run off leash. I would
pay for a yearly pass, put it out by O'Dowd or Thole lake, or down by the river.
- Some of the parks that I visited, where kind of dirty and boring. Some need more color, Le., Flowers, plants.
Playground equipment seems old and outdated; some parks are getting better. Need more neighborhood parks in more
of the newer housinQ developments

- The boat landing at the MN River needs some maintenance.
- The city has done a very poor jOb in planning neighborhood parks in the new development parts of Shakopee.
When we moved here we were and still are very disappointed with the amount of parks.
- The city of Shakopee is wonderful. I love that we are close to the "big" city, but still have the peace and solitude of
a smaller town.
- The Community Center Rocks! The people are friendly and it's a great atmosphere--what better than to make it
even bigger to provide a HUGE area for people to meet and get healthy in the process!

Dakota to play in the Shakopee program - why? This doesn't occur in any other sport - all surrounding comminutes

single homes. Right now I feel that town homes are outpacing single homes.

- Walking! biking trails have a lot of garbage on them. Especially the trail that travels to Canterburry!Seagate and
highway 83. Some garbage on trails by residential areas just before Cub Foods. Trail that leads to the Old K Mart Mall.
- We feel that Shakopee very much needs natural, undeveloped areas to use for walking trails, birdwatching and
appreciation of natural beauty, knowing this would take a larger area including woodland, wetland and possibly other
type areas.
- We have not lived in Shakopee very long, but are interested in getting to know the area better. We are VERY
impressed with Shakopee. We should not have taken part in this survey because we know very little about the park/rec.

system has passed us by. I guess we should just shut up, pay our taxes and drive into town to enjoy the amenities that

- We live in the Southbridge development off of county road 18. Some of the "common" areas developed as parks
by the city have been seeded for grass, but then left unattended the entire season. This causes either a plethora of
