Comment:
Introduction:
As part ofthe transportation workshop to be held July I S\ Council is asked to consider a
proposal from the Shakopee Mdewakanton Sioux Community and Scott County.
Background:
The surface driving condition of County Road 83 is highly deteriorated, especially
between CR 16 and CR 42. In addition, it is reaching capacity in terms of being able to
move traffic. Much ofthat traffic is generated by patrons of Mystic Lake Casino.
Upgrading CR 83 is not currently in Scott County's TIP plan. However, meetings
between the SMSC and Scott County have yielded a couple of proposals involving
SMSC participation. Please note that the City has not been involved in these discussions,
and has seen nothing in writing other than the attached letters from SCSM Chair Stanley
Crooks to Scott County.
Reconstruction-Scott County estimates to fully reconstruct the segment of CR 83
between 42 and 16 to four lane, would cost $8 million. The SMSC Business
Council has committed up to $4.5 million towards that cost. Further, it would
front the remainder of the $3.5 million to Scott County and the City of Shakopee,
with the understanding that once State Aid funds become available, the City and
County would repay that amount. We understand that that would be in either
2014 or 2016.
The City's share of this alternate would be approximately $300,000. This
would be primarily for the reconstruction and signalization of the CR 83
intersection with Valley View Road. City staff has not been able to review these
numbers to date. From the City's cashflow standpoint, a 2016 payback would be
greatly preferred.
Overlay- If reconstruction is not possible in 2008, the SMSC has indicated its
willingness to fund up to $600,000 for the mill and overlay ofCR 83. It is
anticipated that without reconstruction, this would buy an additional 8 to 1 0 years
of a reasonable driving surface. There would be no City cost involvement in this
alternative.

Action Required:
The Council is asked to consider this, along with other transportation issues at the
workshop, and give an indication as to whether or not it wishes more information on
potential improvements to CR 83.

After careful consideration, the Shakopee Mdewal~anton Sioux Community Business
" Council will commit up to $4,500,000 towards the reconstruction of the County Road 83
project, located between County Road 42 and 16.
This letter serves as the initial document for both parties to begin earnest discussions of
the final terms and conditions for the SMSCparticipation in the County Road 83 road
improvernent project.
