Community Park Monument Sign Design " CITY OF SHAKOPEE /2.fj, Memorandum To: Parks and Recreation Advisory Board From: Andrea Weber, Park and Recreation Landscape Design Subject: Community Park Monument Sign Design Date: July 1, 2008 INTRODUCTION This is an introduction to the proposed schematic design for the community park monument sign recommended by the Parks and Recreation Advisory Board, with a recommended color palette for the sign graphics of the fiberglass sign face. BACKGROUND Community Park SiQns On May 20th, 2008, the City Council approved the Schematic Design of the Neighborhood Park monument sign standard design. The graphic design of the sign is being reviewed separately by the Advisory Board and will be finalized using the attached palette of colors but modifying the text and font sizes. The graphics use a warm tan background color, with dark brown text and dark red accent text. An image of the historic Shakopee brick rose, from the building at Huber Park is also incorporated in the sign face, flanking the city logo on the neighborhood sign design. Since the city is planning to use signs similar to the Huber Park entry monuments, for new city monument signage, the community park monument sign design attempts to use some of the design elements from Huber Park, but transfers them into more affordable materials. Three options for the new Community Park monument sign based on the neighborhood sign are attached, numbered 10, 11, and 12. DISCUSSION Option 10-This sign resembles the neighborhood park signage but has been "supersized." The materials are the same as the neighborhood park sign; cedar structure and trim, with dual concrete footings. The text has been scaled up 2 times for the park name and 1.5 times for the words community park and the address. The structure has been widened 2 feet and made one foot taller. The overall dimensions of the sign are: 9 feet tall and 5 feet-9 inches wide with 25.5 s.f. sign face. Letter height for the park name would be at least six inches tall. The words "community park" will be about four inches. The size of the address text would be about two inches. The six inch size of the name would allow the name to be read from about 300' - 350' distance, which is appropriate for a community setting to be read at farther distances and faster speeds. Option 11- This sign is similar to option 10, but it is shorter, and is mounted on a solid concrete base. The base is 6 inches wider than the wood sides, and has an inset panel for the adopt a park sign to be mounted. It also has upper and lower concrete banding which is thicker than the inset canter. The address text has been scaled up a bit also. The other materials are the same as the neighborhood park sign; cedar structure and trim, but the lower trim has been removed. The overall dimensions of the sign are: 6'10" tall, 5'9" wide with 22 s.f. sign face. Letter height is the same as option 10. Option 12-This sign has some asymmetry added with a double set of vertical boards on the left side for emphasis and also to reflect the clustered vertical steel of the Huber signs. It has a simplified solid concrete base which is wider on the left side. The text and materials are the same as option 11. If this sign was double sided (this would depend on the location and the orientation of the sign) the reverse face could be constructed the same as the front, with the double vertical boards on the left. The back and front do not have elements that will show through, so this will not detract from the look of the sign. If this sign is not double sided, a wood backing is recommended to stiffen the sign and make it more durable. A bead board panel or simple lap jointed boards or lap siding could be used. Trim will cover the ends of the backing and sign board from the side view. The overall dimensions of the sign are: TO" tall, 6'10" wide with 23 s.f. sign face. Letter height is the same as option 10. ZoninQ Considerations and SiQn Permit Most of the Community Parks are located in Ag zones, for which there are no signage requirements. A few parks are in R1B zones and one is in the Industrial zone (Quarry Lake). The signage zoning requirements for height and sign face for Residential zones are: 8' height max., 30 S.t. sign face, can be double sided. All of the sign options are well within these limits except the height of option 10 is 1 foot taller than allowed. If this design is preferred, it could be modified, or a variance could be requested in the location required (Huber, Lions Tahpah, but only Tahpah needs a new sign). Zoning also requires a sign permit. While staff will complete the sign permit requirements with the Planning Department, Council is asked to reconsider waiving the permit fees for this project. In the past, Council has waived other types of permit fees (building) for city projects funded through park reserve (Soccer Complex building, Huber Park and Park signage, Clover Leaf Park) and other funds (The Engineering and Public Works buildings also did not have fees charged but did have sign permits issued). At the approval of the neighborhood park sign, Council declined to waive the fees, stating that it was a departmental fund transfer. The sign budget is funded through Park Reserve CIP, not the general operating fund, so this would not be a fund transfer; it would be transferring dollars from Park Reserve to the General Fund. SiQnaQe PlantinQ Beds For the neighborhood park sign design, planting beds were not approved by Council due to budget concerns. The advisory board did not discuss a recommendation on proposals for plantings at community park signs. Planting beds have been shown to be effective as a tool to reduce crime, according to Crime Prevention through Environmental Design (CPTED) research. Plantings also show community pride, which supports the City's vision. If given direction to do so by Council, staff will prepare a planting plan for the community parks which do not currently have one with attractive, low maintenance shrubs and perennials. CIP BudQet and Cost Estimates: The Park Monument Signage is included in the City CIP Budget Park Reserve Fund. The current CIP has allocated a two year signage project starting this year ($35,000), and completing in 2009 ($30,000). This was designated on a per sign basis of $2,500 for neighborhood signs and $5,000 for community park signs. The budget per sign established in the CIP does not include additional staff design and CA, so $4,800 per sign is the "working budget". Option 1 0 is expected to be the least expensive, because it has the smallest footings which are simple sonotubes. Option 11 is expected to be the most expensive, as it has the most detailed concrete footing. Option 12, the recommended option, is expected to be between the other two. A double faced sign is not expected to cost significantly more ($150), as the wood backing cost would go down and the fiberglass would go up. Previous estimates for the neighborhood planting beds were $810.00. Only 3 community signs which would be re-built do not have planting beds. TiminQ of fabrication and the State Tournament Neither the sign design, nor the graphics of the community park sign are ready to fabricate, but the MN State Amateur Baseball Tournament Committee has requested that the sign at Tahpah Park be installed by the time of the tournament. I spoke with the representative of Pannier, one of the two fiberglass sign manufacturers we have identified, and asked about the lead time to manufacture a sign. She said it would be about 4-6 weeks. To install a sign at Tahpah, we would need to assume a minimum of 1 week in addition to the fabrication time. The tournament will begin the weekend of August 14-16. To meet this deadline, we would need to turn in the fiberglass graphics to the manufacturer by June 26th. Since this is not possible due to the approvals process, we may need to discuss a temporary sign or a temporary sign face for Tahpah for the tournament. Relationship to Vision This project appears to support the Shako pee Vision under categories A-Active and healthy community. D-Vibrant, resilient and stable. Alternates 1. Approve the schematic design Option 12 for the Community Park Standard Monument Sign, and authorize the preparation of drawings and specifications 2. Approve the schematic design Option 10 for the Community Park Standard Monument Sign, and authorize the preparation of drawings and specifications 3. Approve the schematic design Option 11 for the Community Park Standard Monument Sign, and authorize the preparation of drawings and specifications 4. Approve the design of any of the Community Park sign options with specific modifications and authorize the preparation of drawings and specifications 5. Do not approve the design or authorize the preparation of drawings and specifications 6. Table the action and provide staff with further direction. 7. Waive the sign permit fees for all park monument signs. 8. Approve the color palette of the sign graphics and authorize staff to finalize the text and font changes with the Advisory Board. Parks and Recreation Advisorv Board and Staff Recommendations The Advisory Board recommends alternative number 1 and 8. Staff also recommends number 7. REQUESTED ACTION If Council concurs: 1. Approve the schematic design option 12 and authorize the preparation of construction documents and specifications in preparation for bidding. 2. Waive the sign permit fees for the signage project. 3.
