ADJ. REGULAR SESSION SHAKOPEE,MllXNESOTA JUNE 12, 2008
Mayor Schmitt called the meeting to order at 7:00 p.m. with Council members Steve Clay, Pat
Heitzman, Matt Lehman, and Terry Joos present. Also present were Mark McNeill, City
Administrator; Dan Hughes, Police Chief; Craig Robson, Police Captain; Jeff Tate, Police
Captain; Darlene Bjerketvedt, Police Secretary; and Judith S. Cox, City Clerk.
Also in attendance were members of the Police Services Master Planning Task Force. Joe
Helkamp, Chairperson; Steve Menden, Vice Chairperson; Councilor Matt Lehman, Linda
VanDuzee, Chuck Berg, Barb Danielson, Larry Norring, Scott Reis, Matt Rude, Task Force
Members. Jon McBroom was absent.
Captain Robson introduced the Police Services Master Planning Task Force members. Captain
Robson said that task force members met twice a month from November 2007 to June 2008.
Joe Helkamp, Police Services Master Planning Task Force Chairperson, presented Council with
the findings of the task force.
Mr. Helkamp stated that the task force was designed to provide the community's voice in an
evaluation process of current and future police needs, trends, and issues. The goal of the task
force was to examine police service levels and priorities and produce an affordable strategic plan
for a period of five years.
Mr. Helkamp said that the task force members were presented with an overview of police
operations (i.e. 911 call center functions, traffic enforcement, patrol operations, investigations,
etc.) and administrative functions, (Le. budgeting overview, department structure, records
administrations, etc.).
Mr. Helkamp said thetask force appointed a subcommittee to develop a service level survey to
measure current services and determine future service levels and responsibilities. Mr. Helkamp
highlighted the 25 priorities in chronological order.
With the prioritizations complete, the task force developed goals and objectives to represent the
core values ofthe task force related to the future of the Shakopee Police Department. Mr.
Helkamp highlighted the four goals and their objectives. (The four goals are: 1. Maintain the
high level of emergency response and law enforcement, 2. Maintain a high level of pro-active
crime prevention, 3. Recruit, retain and support a skilled workforce, 4. Employ efficient and
effective operations to meet service expectations and foster strong community support.)
Cncl. Clay asked what the police to population ratio is for the City. Chief Hughes stated that it's
approximately 1.5 officers per 1,000 people to provide a basis for proactive policing. Also
discussed was the supervisor to employee ratios.
Cncl. Joos emphasized the importance of efficiency within the police department. Mr. Helkamp
stated that goal number four covers employee efficiency and effective operations to meet
expectations.

Mayor Schmitt said he would like the police department to look at ways to entice people from
other cultures to apply for police officer positions to enhance the departments' ability to work
with the diversity of population in Shakopee.
Chief Hughes stated that he will be coming back to Council with a draft resolution asking
Council to adopt the Police Services Master Planning Task Force document as a strategic plan
for the police department.
Lehman/Joos directed staff to draft a resolution of appreciation to the Police Services Master
Planning Task Force members. Motion carried 5-0.
Mr. McNeill presented Council with the US 169 Steering Committee Appointment.
Mr. McNeill stated members of Council and staff attended an inaugural meeting of a US 169
Task Force. Organizers gave a broad overview of improvements needed for congestion relief for
US 169. The study includes a corridor of US 169 from Mankato to 1-494 intersection in
Bloomington.
Mr. McNeill said Council should appoint a member and an alternate member for the Steering
Committee.
Heitzman/Clay moved to appoint Mayor Schmitt and CncL Lehman as Steering Committee
members and Mark McNeill as the alternate to represent Shakopee on the US 169 Task Force.
Joos/Heitzman moved to adjourn to Monday, June 16,2008 at 6:30 p.m. Motion carried 5-0.
The meeting was adjourned at 8:22 p.m.
