INTRODUCTION:
The Council is asked to consider Resolution No. 6790, a resolution ofthe City of
Shakopee to adopt the Master Service Plan as prepared by the Police Services Master
Planning Task Force.
BACKGROUND:
On September 18, 2007, City Council adopted Resolution No. 6656, establishing a Police
Services Master Planning Task Force. The purpose of the task force was to develop an
affordable plan which involved the whole community looking at today's policing issues
and anticipating tomorrow's policing concerns.
On November 7,2007, City Council adopted Resolution No. 6689, appointing ten
community members to the Police Services Master Planning Task Force. The task force
members met regularly and were informed on current operational and administrative
functions and service levels of the police department. The task force crafted a list of
priorities, from which goals and objectives were developed, to serve as the task force's
Master Service Plan.
On June 12, 2008, the members ofthe task force presented to City Council the Police
Services Master Planning Task Force Report.

RESOLUTION NO. 6790
A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA,
ADOPTING THE MASTER SERVICE PLAN AS
PREPARED BY THE POLICE SERVICES MASTER PLANNING TASK FORCE
WHEREAS, the City Council determined there was a need to establish a task force
to evaluate, define and recommend an affordable plan for police services; and
WHEREAS, the purpose of the Police Services Master Planning Task Force was to
develop an affordable plan which involves the whole community looking at today's
policing issues and anticipating tomorrow's policing concerns; and
WHEREAS, the Police Services Master Planning Task Force spent over a year in
meetings learning operational, administrative and records management procedures and
protocols used in modem law enforcement; and
WHEREAS, the Police Services Master Planning Task Force developed a list of
goals and objectives to serve as a Master Service Plan; and
WHEREAS, the goals and objectives of the Master Service Plan are to:
1. Maintain the high level of emergency response and law enforcement.
2. Maintain a high level of pro-active crime prevention.
3. Recruit, retain and support a skilled workforce.
4. Employ efficient and effective operations to meet service expectations and
foster strong community support.
NOW, THEREFORE, BE IT FURTHER RESOLVED that the City Council of
City of Shakopee hereby accepts the findings of the Police Services Master Planning Task
Force and directs city staff to use the Master Service Plan to guide future decisions over the
next five years.
Adopted in regular session of the City Council of the City of Shakopee, Minnesota,
held this 1st day of July, 2008.

POLICE SERVICES MASTER PLANNING TASK FORCE
EXECUTIVE SUMMARY
In September 2007, the City Council passed a resolution to establish a Police Services Master
Planning Task Force. The task force was designed to provide the community's voice in an
evaluation process of current and future police needs, trends and issues. The goal of the task
force was to examine police service levels and priorities and produce an affordable strategic
plan for a period of approximately five years.
In November 2007, by City Council resolution, ten community members were impaneled to
serve as the Shakopee Police Services Master Planning Task Force. Those community
members were:

From mid November 2007 to mid June 2008, the task force members attended regular meetings
designed to educate and inform them on current operational and administrative functions and
service levels of the police department. The task force was presented with the following

After an educational foundation was laid, the task force began to tackle the question: What
should the Shakopee Police Department look like in the future? The task force appointed a
sub-committee and assigned them the responsibility of developing a means of measuring
current service and determining future service levels and responsibilities (see attachment). The
task force sub-committee crafted a service level survey and administered it to the group. The
result was a weighed list of priorities, from which the Master Service Plan was developed. It is
noteworthy that the task force's priorities were similar to the priorities of the community at
large, as measured in the police department's Citizen's Survey of2005. The Shakopee Police
Services Master Planning Task Force's priorities are listed below:

5. Measure and be responsive to the public / Traffic Enforcement / Missing

With prioritization completed, the task force felt the next step was to develop goals and
objectives to serve as the task force's Master Service Plan. These goals and objectives
represent the core values of the task force and are offered as the philosophical foundations for
operational and administrative decisions related to the future of the Shakopee Police
Department.

resources to further community policing strategies.
. The department will continue to be active in community events such as: National
Night Out, Shakopee Showcase, and Derby Days.

Watch, C.E.R.T. and Citizen's Academy.

opportunities that exist in the faith based communities and service organizations.

REMARKS
The Shakopee Police Services Master Planning Task Force was a group of dedicated and active
community members that took time out of busy schedules to act on behalf of the residents of
Shakopee. The City of Shakopee and the Shakopee Police Department are in their debt for
their hard work and serious consideration given to difficult and complex issues that lay ahead
for both the city and the police department.

WHEREAS, there is a need to establish a task force to evaluate, define and

WHEREAS, the purpose of the Police Services Master Planning Task Force is to
develop an affordable plan which involves the whole co:mmunity looking at today's
policing issues and anticipating tomorrow's policing concerns;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SHAKOPEE, MINNESOTA:
1, A Police Services Master Planning Task Force to be appointed by the City
Council is hereby established,
2. The City Clerk is hereby directed to implement the application and interview
process.
3. The task force is established for a period ending no later than August 31,
200S, and shall submit a proposed "Police Services Master Plan" to the City
Council prior to that time,

A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA, APPOINTING
INDIVIDUALS TO THE POLICE SERVICES MASTER PLANNING TASK FORCE
WHEREAS, the Shakopee City Council passed Resolution No. 6656, Establishing
a Police Services Master Planning Task Force, at the September 18, 2007, City Council
meeting; and,
WHEREAS, the City Clerk advertised for this task force in the official City
newspaper and through other avenues of communication; and
WHEREAS, there were nine individuals who applied for the task force, meeting
the deadline of applications; and
WHEREAS, two City Council members and the President of the Police Civil
Service Commission have reviewed all nine applications and recommend their
appointment; and
WHEREAS, City Council member Matt Lehman indicated his interest in
participating during a council meeting on September 18,2007.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SHAKOPEE, MINNESOTA, that the following individuals are appointed to
