INTRODUCTION:
This agenda item is to authorize the appropriate City officials to execute an extension agreement
with WSB & Associates, Inc. to. provide engineering services for the Fuller Street Trail
Extension.
BACKGROUND:
Scott County and Mn/DOT have allocated funds to help pay for the costs associated with
extending the existing trail on the east side of Fuller Street, south of T .H. 169, north to Vierling
Drive. City staff will prepare the trail portion of the plans and is requesting that an extension
agreement with WSB & Associates, Inc. be approved for design of the trail segment on the
bridge over T.H. 169 and obtain all required Mn/DOT permits and variances.
ALTERNATIVES:
1. Authorize the appropriate City officials to execute an extension agreement with WSB &
Associates, Inc. to provide engineering services for the Fuller Street Trail Extension.
2. Do not authorize the appropriate City officials to execute an extension agreement to
provide engineering services for the Fuller Street Trail Extension.
3. Table for additional information.

Dear Mr. Loney:
According to our Agreement for Professional Services within the City of Shakopee and Section
I-C-2 (Major Projects), this extension agreement is written to provide you with an estimate of cost
for engineering services for the above-referenced proj ect. Weare proposing to complete the work
as detailed in the attached Work Plan, Exhibit A.
The attached work plan describes the approach and tasks proposed to be completed by WSB &
Associates, Inc. (WSB) for the design and plan preparation for retrofitting a pedestrian sidewalk on
the east side ofthe Fuller Street Bridge over Hwy. 169. It should be noted that the work plan
includes engineering design services for bridge analysis, plans, and bridge specifications, along with
project coordination with City staff.
It is WSB's understanding that the design survey work is complete, and no Feasibility Report will
be required. It is further understood that the City of Shakopee will provide to WSB the trail
construction and profile plans for the trails leading to the bridge. No further field surveys will be
required. The City will also handle the coordination and agreements needed with MnlDOT and
other utility coordination. WSB is available, if requested by the City, to provide the on-site
construction management and inspection.
Weare proposing to complete the design portion of this work, as described in the attached work
plan, on a cost-reimbursable basis not to exceed $14,250 with an additional $5,100 in optional
services if a State Aid variance will be required for the sidewalk in accordance with our current fee
schedule. It is proposed that all work under the design portion ofthe contract would be considered
complete after the bridge plans and specifications are approved by the City Council.

The City of Shakopee agrees to reimburse WSB & Associates, Inc. for these services in accordance
with Section IV ofthe Agreement for Professional Services. If this agreement meets with your

WORK PLAN
EXHIBIT A
Extension Agreement for Professional Services
To Provide Engineering Services
Fuller Street Bridge Modifications
Task 1. Project Management
This work plan is based on our understanding of the project and our past experience on
similar projects. The work plan will function as a tool for scheduling and managing the
work effort, as well as for controlling costs. We propose the following tasks:
Meetings with City staff, MnlDOT,.and others, as required, to discuss the project, contact
approving agencies, determine data required, inspect the site, and determine project
requirements. The work involved with this task includes actively managing the project
progress, budget, and allocation ofWSB resources to ensure the project is delivered on
time and on budget. Our approach stresses early and regular communication with
affected agencies and with the City staff so that there are no surprises.
Task 2. Field Surveys
The City has completed all surveys for this project. If an additional survey is required,
this work would be on a cost-reimbursable basis.
Task 3. Geotechnical Investigation
The City will provide any subsurface investigation for the trails on each side of the
bridge.
Task 4. Bridge Design
WSB bridge engineering staff will perform the following required tasks in order to design
the bridge sidewalk modifications:
. WSB will perform a structural capacity analysis of bridge beams for the
anticipated additional sidewalk loads.
. WSB will prepare the bridge modification plans and special provisions.
. WSB will submit final bridge plans, bridge special provisions, and bridge
construction costs estimates to Mn/DOT for review and approval from the City.

Task 5. Construction Cost Estimate
WSB will determine pay items, quantities, and an opinion of estimated costs for the
bridge portion ofthe project. The City will incorporate bridge pay items, quantities, and
costs into the City's overall project plans and specifications. All trail approaches to the
bridge, quantities, estimates, and final plans including erosion control plans will be
prepared by the City.
Task 6. Permits
WSB will be responsible for securing the necessary permits from MnJDOT for work
within MnlDOT's right-of-way.
Task 7. Product f Deliverables / Services
WSB will deliver the following items:
. Bridge approach grade coordination with City staff
. Meetings
- Two staff meetings
- One Mn/DOT Meeting
- One Council Meeting
. Signed and approved bridge construction plans
. Bridge special provisions/specifications
. Final engineer's estimate for bridge construction costs
. Permits
- MnJDOT
Optional Services
Variance Request - The proposed sidewalk retrofit to the existing bridge may require a
variance from current bridge standards, thereby, requiring a variance request to be
prepared. If authorized in writing by the City, WSB would prepare a sidewalk width
variance for submittal to Mn/DOT State Aid. This would not exceed $5,100 to complete.
Additional Services
Construction Services - WSB considers construction management observation and
staking to be additional services to this proposal. WSB has the experitmce and staff
available to assist the City with the construction if desired.
