CITY OF SHAKOPEE MEMORANDUM To: Mayor and City Council From: Jamie Polley, Parks, Recreation, & Natural Resources Director Jeff Weyandt, Assistant City Engineer Meeting Date: June 17,2008 Subject: Repair of Water Infiltration Additional Issues at the Community Center INTRODUCTION A recommendation will be made to repair the additional water infiltration issues at the Shakopee Community Center. The items to be repaired and the recommended updated costs associated with the repairs will be presented. BACKGROUND On May 20, 2008 City Council authorized the repairs of the water infiltration of the Community Center by approving the installation of an internal drain tile system. The cost for the system is $26,500.00. The internal drain tile system will be installed at the Community Center beginning June 23rd. Additional items that are in need of repair or alteration due to the water issues was presented in addition to the drain tile system on May 20th. Council requested additional pricing and flooring options for the gym floor. In addition Engineering was directed to explain the flow of the water and the results of adding concrete to the front of the Community Center in place of the landscaped area. DISCUSSION Two companies that install gym flooring options other than wood were contacted. Sport Court came to the Community Center but a quote was not received from the company. We did receive a quote however for a pulastic gym floor. The pulastic gym floor would be installed on half of the gym and would require a handicap accessible lip to be installed the entire width of the gym because the pulastic flooring is approximately 1 10. inches thinner then the wood flooring. The amount to install the pulastic gym floor on half of the gym totaled $67,500.00. Because of the height difference and a minimal savings this flooring is not recommended. Engineering evaluated the front of the facility and expanded on the discussion regarding the Community Center drainage problem and the possibly of converting the landscaped areas in front of the Community Center to concrete. With the installation of the interior drain tile system, additional concrete in front of the Community Center should not be necessary, but it would greatly reduce the amount of water that would infiltrate into the interior drain tile system. Existing drainage in front of the Community Center is sufficient. There is positive fall from the building to the curb. Once the water hits the parking lot, it flows to one of several catch basins located in the parking lot shown on the attached map (ATTACHMENT A). Installation of additional storm sewer.and/or drain tile in front of the building is not necessary and will not be cost effective, given the alternate options we have presented. BUDGET The 2008 Building Fund CIP allocated $150,000 to the Community Center water infiltration repair. Internal Drain Tile System Approved 5/20/08 Standard Water Control Systems, Inc. $26,500.00 Additional Items Needed to be Repaired: a. 4,000sq ft of gymnasium floor* $71,672.00 b. Locker room tile repair $5,000.00 c. Men's locker room lockers $18,000.00 d. Air quality testing $1,500.00 e. Replace all concrete & add stamped concrete at entrance ** $58,000.00 f. Construct 3 concrete swales for drainage in back $5.710.00 Anticipated Total of Additional Items $159.882.00 Total Project Cost (including internal drain tile) $186,382.00 *Inspection of the gymnasium floor indicates that approximately 4000sq ft has water damage and is need of replacement. If when the floor is taken up additional damage is noted and a larger area of flooring is needed to be removed the unit price to remove the floor was quoted at $1.75/sq ft. The price to replace additional flooring was quoted at $8.55/sq ft. Wood flooring is recommended to allow total use of the gym without the liability of an uneven playing surface. **The costs to replace the concrete in front of the building are broken down as follows: Mobilization $1,000.00 Removal of Concrete $6,000.00 Concrete Sidewalk $22,400.00 Stamped Concrete $14,000.00 Misc Removals $1,520.00 Sod $80.00 Estimated Construction Cost $45,000.00 Project Cost $13,000.00 (Design time, Survey time, Inspection time, Construction administration, Material testing, Printing, Advertising, and any other misc time) Total Estimated Project Cost $58,000.00 Alternate Water Correction Options: 1. Replace 8 panels by Public Works instead of all concrete (e) Deduct $58,000 & add $9,800.00 2. Replace all concrete in front without stamped concrete Deduct $14,000 3. Add drain tile on south side of building instead of concrete swales(f) Deduct $5,710 & add $21,800.00 It was determined that the front of the Community Center or the north side of the building does not need drain tile however the peaks over the front entrance channel a large amount of water into the landscaping area. If this area were all concrete the water would not be allowed to drain as easily down the north walls of the building. Large planters would be installed to add landscaping to the building. Adding the stamped concrete would add to the entrance of the facility and give the Community Center a more welcoming feeling. The cost of adding stamped concrete in front of the door will vary depending on the pattern chosen. Additional improvements to the facility to be discussed once the water infiltration is repaired are prioritized as follows: . Energy Saving Improvements -Lighting replacement, adjust mechanical system maintenance/usage. . Maximizing Use of Existing Space-reconfigure the front desk and office space. Extend the desk out and close off the offices adding a meeting room and break room. . Facility Enhancements . New Membership Attractions- 0 Add a second floor to the Fitness Center - this could include a dance studio, meeting space, a multi-purpose room. 0 Add the second sheet of ice - The second sheet would be turf in the spring & summer for additional programming and provide a meeting space and a training facility. 0 Expand and add a Senior Center with an Industrial Kitchen Please Note it was stated that since 2003 the facility has increased the usage and tripled the membership. We will continue to look at ways to best utilize the space we currently have. In addition the needs of the community will be discussed and additions to the facility may be recommended.
