INTRODUCTION:
Attached is an extension agreement from WSB & Associates, Inc. to provide engineering
services for the extension of a bituminous trail along CSAH 18.
BACKGROUND:
WSB & Associates, Inc. is the consultant designing the CSAH 21 Project. Scott County will be
constructing a trail on the west side ofCSAH 18, from CSAH 21 to Crossings Boulevard, as part
of the CSAH 21 Project. The extension agreement authorizes WSB & Associates to design the
trail extension, from Crossings Boulevard south to the existing trail on the west side of CSAH
18, and bid the project with the CSAH 21 Project. The project will be funded by the Capital
Improvements Fund.
ALTERNATIVES:
1. Authorize the appropriate City officials to execute an extension agreement with WSB &
Associates, Inc. to provide engineering services for the CSAH 18 Trail Extension.
2. Do not authorize the appropriate City officials to execute an extension agreement to
provide engineering services for the CSAH 18 Trail Extension.
3. Table for additional information.
RECOMMENDATION:
Authorize the appropriate City officials to execute an extension agreement with WSB &
Associates, Inc. to provide engineering services for the CSAH 18 Trail Extension.
ACTION REQUESTED:

Dear Mr. Loney:
According to our Agreement for Professional Services within the City of Shakopee and Section I-C-2
(Major Projects), this extension agreement is written to provide you with an estimate of cost for
engineering surveying services for the above-referenced project.
We propose to complete the preliminary and fmal construction document preparation described in the
attached Scope of Services for field surveying and the preparation of preliminary layout and final design on
a cost-not-to-exceed fee. It is proposed that all work under this portion of the project be considered
complete after the construction plans are approved by the City. We propose to complete the CSAH 18 trail
extension design and plan preparation for a cost not to exceed $6,900.
The City of Shakopee agrees to reimburse WSB & Associates, Inc. for these services in accordance with
Section N of the Agreement for Professional Services. If this agreement meets with your approval, please
sign below and return one copy to our office.

SCOPE OF SERVICES
Fuller Street (Old CR 77) Trail Extension
Preliminary Engineering Services
Task 1 - Proiect Mana!!ement
This task includes planning and coordination of all work tasks, establishment and monitoring of budgets,
meetings, and correspondence with the City Shakopee, Scott County, and if necessary, the Watershed
District on a periodic basis. The project manager will provide technical direction on all aspects of the
project review and work products. The project manager will serve a primary role in the design
considerations. Donald Sterna is proposed to manage the project for WSB & Associates, Inc. (WSB).
Task 2 - Field Survevin!!
This task includes surveying the existing westerly side of CSAH 18 from Crossing Boulevard southerly to
the existing trail system approximately 1,400 feet. WSB will utilize the Scott County coordinating system
for basis of survey control on this project.
Task 3 - Base Mappin!!
This task will include processing the field survey and develop a base map and topographic drawing of the
site to be used for the development of the trail layout and plans for the City. WSB will incorporate the
base mapping into Scott County's CSAH 21 Improvement Project.
Task 4 - Trail Desi!!n and Plan Preparation
. Preliminary Lavout
WSB will work with the City engineering staff to locate the proposed trail connection along CSAH
18 and develop cross sections and an estimated cost for City review and approval.
. Construction Plans
The plans and specifications will be developed meeting Federal and State Aid standards. WSB
will coordinate the work closely with Scott County since the trail will be constructed with the
CSAH 21 improvements. The current schedule for construction work on CSAH 18 is for the fall
of2011. The design plans will be incorporated into the CSAH 21 plans which will be reviewed by
Scott County and :Mn/DOT. The final construction plans will include the following:
Quantity tabulations
- Typical sections
Alignment plans and tabulations
- Removals
COilstruction plans and profiles
Turf establishment / erosion control plans
Cross sections
. Specifications
No additional specification services will be required since the proposed trail will be included in the
CSAH 21 improvement project.
a Permits
The CSAH 18 trail extension will be part of the CSAH 21 project's permitting, and no additional
work is anticipated.
. Soil Borin!!
No soil borings are anticipated. If soil borings are required, this work will be considered
additional services.
