SUBJECT: Temporary Liquor License -Fraternal Order of Eagles #4120

INTRODUCTION:
The City Council is asked to consider an application from The Fraternal Order of Eagles #4120
(Eagles Club) for a temporary on-sale intoxicating liquor license for June 21, 2008 for the Fire
Department Relief Association annual charitable motorcycle run.
BACKGROUND:
The Eagles Club holds an on sale club liquor license which includes a small fenced in area for
outside dining and drinking. For the motorcycle run, the Eagles plan on renting a 30 X 60 foot
canopy to accommodate additional participants to congregate for dining. The Eagles Club would
also like to be able to serve alcohol in this additional space.
Because the Eagles Club is a nonprofit organization and because they are sponsoring this event,
they are eligible to apply for a temporary license for this additional space.
The Eagles Club plans on installing a snow fence around the canopy to separate and identify the
outside dining and drinking area. Entrance to the fenced in area will be through the Eagles Club.
Captain Robson has advised that the Police Department has no issue with the request. He noted
that the streets will be closed anyway for the event, which the Council previously approved.
A Conditional Use Permit was granted when the outside dining was originally approved. This
CUP allows the outside consumption of alcohol until 11:00 p.m. only. The Eagles Club has been
reminded of this time restriction and is fine with it.
I have been advised that the Eagles Club has amended their liquor liability insurance to include
the additional outside dining area for this event. Staff will want to receive evidence of the
insurance before delivering a license.

RECOMMENDED ACTION:
Move to approve the application and grant a temporary on-sale liquor license to the Fraternal
Order of Eagles #4120, 220 2"a Avenue West, for June 21, 2008, conditioned upon meeting all
licensing requirements.
