SUBJECT: Springsted Assistance with Service Prioritization

As was briefly discussed at the May 20 City Council meeting, staff has been talking to
Springsted regarding facilitation services they provide to assist cities with service prioritization.
Their process utilizes electronic keypad voting to gather the input of both elected officials and
staff regarding service priorities. The results will be instantly available to the workshop
participants, showing the combined input, as well as breakdown of the Council's view versus
that of the Department Heads. The goal would be to examine approximately 70 different service
levels and arrive at a priority ranking. Staff will then provide the Council with an estimate of the
cost savings of eliminating, reducing or otherwise altering the lowest priority services. Staff will
work with Springsted ahead of time to develop the list of services to be examined, ensuring that
we dig deeper than just the major categories of public safety, public works, administration, etc.,
but that we stay at a high enough level where the services present. the potential for notable cost
savings and the Council is being asked for policy-level direction and not getting too detailed.
Staff will have a firm cost estimate for Springsted's services in time for Thursday evening's
workshop. If Council decides to proceed with the Springsted process, there will be a need to set
at least one and possibly two workshops dates to complete the. process. Staff recommends
scheduling the first workshop for Tuesday, June 10 at 7:00 p.m. and setting aside Thursday, June
12 for a continuation of the workshop, if needed.
