SUBJECT: Shakopee Downtown Partnership Classic Car Cruise

Comment:
Introduction:
The Council is asked to authorize street closures and use of sidewalks to facilitate hot rod
and custom car display and vendors on specific Friday nights during the summer in the
downtown area.
Background:
For the past 2 years, Bryan Turtle has received permission from the City Council to block
off portions of Lewis Street to allow for the parking of custom cars and hot rods. This has
been on Wednesday nights, and has had moderate success. This year Mr. Turtle indicates
that he would Like to change the night, which wi111ikely increase the number of cars.
Whereas the Wednesday night displays have averaged in the neighborhood of 50
participants, he would like to see that grow to a few hundred. He notes successful events
like this in North St. Paul and Hastings.
Mr. Turtle and the Downtown Business Partnership (DBP) are proposing that every other
Friday night be scheduled for this event, which would run opposite of the Hastings show.
He indicates that there is no other regular Car Cruise in the southwest metropolitan area,
and that there should be a great deal of interest.
The event would run from approximately 6pm until l Opm. They are proposing to start on
July 18th. Other dates would be August 1St, 15tH, 29th; and Sept. 12th and 26th
To do this, more areas of the downtown streets would need to be blocked off. Instead of
just the section of Lewis Street (from the alley between First and Second Streets, South to
Third Avenue) as has been done in the past, he is proposing Lewis from First Avenue to
Third, and First Avenue from Sommerville to Holmes. Accommodations would be made
for the Sports Stop, who has indicated concerns about access in the past, due to the fact
that they are open until 7pm.
Because of the expanded scope, there would need to be additional traffic control. Mr.
Turtle is proposing initially to have two off duty police officers, as well as support from
Police Explorers (if available), and Shakopee Boy Scouts, who would help with directing.
Volunteers would provide for signage, and placing barricades as necessary.
There would also be portable toilets. Because of their source of funding, the DBP is
requesting that the City initially provide for the toilets, and be reimbursed after the fact.
Reimbursement could be set up on a monthly basis.
If additional clean up is needed from City employees on Saturday morning, the DBP
would be billed for that. It is possible that volunteers from the DBP will be doing some of
the smaller work to minimize costs.
Boy Scouts and other vendors would sell food (pop, ice cream, and other edibles) at
locations on sidewalks. Approval would be needed to place stands from 3 to 11 PM.
All other on street and the parking lot spaces in the downtown and adjacent area would be
available for patrons, viewers, and overflow of the display cars. The total inventory of
available spaces from Sommerville to Holmes, and First to Third Avenues (north side of
Third only) is 158 spaces. In addition, there are 120 spaces in the Second Avenue parking
lot across from City Hall; 80 in the Parking lot across from Bi11s Toggery, and 47 at the
Library lot. In order to maximize the number of display vehicles, angle parking in the
closed sections of Lewis Street will be done, with the understanding that vehicles so
parked will need to be parked properly outside of the 6 to 10 PM hours.
Action Needed:
The action requested is to authorize the closure of First Avenue from Sommerville to
Holmes, and Lewis Street from First Avenue to the north line of Third Avenue. In
addition, food sales and other vendors would need to be authorized to be on sidewalks at
locations to be specified, but initially at the intersection of Lewis and First Avenue.
Budget Impact:
The costs that the City incurs would be reimbursed from the DBP, including Police
overtime, Public Works clean up (if necessary), and portable toilets. It therefore would
be revenue neutral for the City. The DBP would list the City of Shakopee as an
"additional insured" on their liability insurance.
Relationship to Visioning:
This supports Goals A (Active and Healthy Community) and B (High Quality of Life).
Recommendation:
I recommend approval of the request to close First Avenue from Sommerville to Holmes
Streets and Lewis Street from First to Third Avenues on the dates previously listed, and
that staff be directed to specify and then allow food and other appropriate vendor sales on
City sidewalks.
Action Required:
If the Council concurs, it should, by motion, authorize the closure of First Avenue from
Sommerville to Holmes, and Lewis Street from First and Third Avenues, and allow for
sidewalk vendor sales at locations to be determined in the downtown area for six Friday
nights, beginning July 18th and ending September 26th, 2008.
