City Park and Trail Map r ~ CITY OF SHAKOPEE MEMORANDUM To: Mayor and City Council Mark McNeill, City Administrator From: Jamie Polley, Parks, Recreation, & Natural Resources Director Meeting Date: May 20, 2008 Subject: City Park and Trail Map INTRODUCTION City Council is asked to review and discuss a recommendation by the Parks and Recreation Advisory Board (DRAB) to develop a City Park and Trail map to be made available to the community. BACKGROUND In 2002 a City park and trail map was printed and available to the community free of charge. Since 2002 the map has not been updated or reprinted. Recently, a request has been made to update the park and trail map and once again make it available to the community. In addition, the Planning Department has recently been working on an overall City map that would include the parks and trails, area attractions and other City facilities. This map is intended to be printed and made available to the community. After some discussion it was recommended that the City map and the parks and trail map be combined into one map. The 2002 City park and trail map was referred to when planning the City map however the 2002 map was small and did not include street names so it is harder to read. The proposed map will be larger and double sided. The main side of the map will include a large layout of the City including City street names, parks, current trails, park reference table and distinguishing features within the City. Additional information found on the map will include a magnified layout of the downtown area, a magnified area of Southbridge, historical site information, and city contact information. The remaining open space on the back side of the map is open for discussion, for example the area could include historic city facts, park rules/shelter reservations, natural resources, adopt-a-park, or other significant areas within the City such as Huber Park, the State recreation trail, Soccer Complex or Tahpah Park. A layout of the map was presented to the PRAB on May 12, 2008 and modified to include many of their suggestions. Attachment A is a smaller version of the map with views of the front and back sides. Parks and Recreation and Planning staff have decided to only place current parks and trails on the map at this time. It is planned that funds will be budgeted in 2012 to update the map to include the CSAH 21 extension and any newly constructed trails, parks and/or significant reference points. Costs The County recently printed 12,500 copies of the county map for approximately $6,200. In addition the design costs would be approximately $500 to $1000. The number of maps that the City will print is anticipated to be lower than the 12,500 copies the County had made resulting in a lower expense however the cost per unit may be higher. A printing firm in Maple Grove estimated the printing and folding cost to be approximately $150 per 1000 copies based on a 14.5 x 20 map, the larger the map the higher the cost. BUDGET At this time neither the Parks and Recreation Department nor the Planning Department have funds specifically budgeted for the design and printing of City maps. Each Department could fund up to $2,500 each from the general operation budget based on budgeted funds not spent. The City Council could also see the map project as an Economic Development project and fund the project from the Economic Development budget. Funding could also be allocated from the General Fund reserve. REQUESTED ACTION If Council Concurs, 1. Approve the map with suggested general layout subject to detail design changes that may be made to bring the map to production; determine the number of maps to be printed; and specify the funding source, 2.
