Subject: Repair of Water Infiltration Issues at the Community Center
INTRODUCTION
A recommendation will be made to repair the water infiltration issues at the Shakopee Community Center. The
items to be repaired and the preliminary costs associated with the repairs will be presented.
BACKGROUND
The PRAB and City Council held a joint meeting on January 29, 2008 to discuss the future of the Community
Center. At this meeting staff was directed to review different options to repairing the water infiltration issues and
obtain quotes to complete these repairs.
Staff began the process by sending out requests for proposals to consulting companies. At this time the internal
drain the system was recommended to Staff as a possible repair to the water infiltration issue. Staff compared the
option of an internal drain the system to the external drain the system. In researching each system Staff toured
Maplewood Community Center, who has had similar water infiltration problems, spoke with structural engineers
and evaluated the characteristics of the Community Center. Staff determined that the internal drain the system
would be as effective as the external drain the system and would be more cost effective, have less impact, and not
compromise the structural integrity of the facility walls.
The internal drain the system will be placed along the north side of the building from the men's locker room to
the east stairwell and along the east wall of the gymnasium. The water will travel to a structural grade sump basin
and pumped out of the building with a submersible pump.
BUDGET
The 2008 Building Fund CIP allocated $150,000 to the Community Center water infiltration repair. Staff received
two quotes for the internal drain the system:
Standard Water Control Systems, Inc. $26,500.00
Rite-Way Waterproofmg $28,231.00
Staff is recommending that Council approve the quote by Standard Water Control Systems, Inc in the amount of
$26,500.00
Additional Items Needed to be Repaired:
4,OOOsq ft of gymnasium floor* $71,672.00
Locker room the repair $5,000.00
Men's locker room lockers $18,000.00
Air quality testing $1,500.00
Replace 8 concrete panels $4,800.00
Work done by Public Works $5,000.00
Construct 3 concrete swales for drainage $5,710.00
Anticipated Total $138,182.00
*Inspection of the gymnasium floor indicates that approximately 4000sq ft has water damage and is need of
replacement. If when the floor is taken up additional damage is noted and a larger area of flooring is needed to be
removed the unit price to remove the floor was quoted at $1.75/sq ft. The price to replace additional flooring was
quoted at $8.55/sq ft.
Alternate Water Correction Options:
1. Drain the the SW side of the building vs. concrete swales $21,800.00
2. Replace all concrete in front and concrete landscaping area $29,400.00
3. Redo landscaping in front with clay liner and drain the $10,000.00
It was determined that the front of the Community Center or the north side of the building does not need drain the
however the peaks over the front entrance channel a large amount of water into the landscaping area. If this area
were all concrete the water would not be allowed to drain as easily down the north walls of the building, the
additional cost to the anticipated total to concrete the entire area would be $24,600.00. Large planters would be
installed to add landscaping to the building. Adding a clay liner and drain the under the landscaping area could
possibly reduce the amount of water however there is no guarantee and the additional cost to the anticipated total
would be $10,000.00.
Additional improvements to the facility to be discussed once the water infiltration is repaired are prioritized as
follows:
• Energy Saving Improvements -Lighting replacement and adjusting mechanical system
maintenance/usage were suggested.
• Maximizing Use of Existing Space-reconfigure the front desk and office space. Extend the desk out and
close offthe offices adding a meeting room and break room.
• Facility Enhancements -Adding more windows around the walking track, replacing the lift or adding a
service elevator, and adding a security gate or wall to designate an entrance for the teen center.
• New Membership Attractions-
o Add a second floor to the Fitness Center -this could include a dance studio, meeting space, a
multi-purpose room.
o Add the second sheet of ice -The second sheet would be turf in the spring & summer for
additional programming and provide a meeting space and a training facility.
o Expand and add a Senior Center with an Industrial Kitchen
o Add a child care area and indoor play area
o Add an indoor pool
Please Note it was stated that since 2003 the facility has increased the usage and tripled the membership. We will
continue to look at ways to best utilize the space we currently have. In addition the needs of the community will
be discussed and additions to the facility may be recommended.

REQUESTED ACTION
The City Council, if concurs, authorize the repairs of the water infiltration issues at the Community Center by:
1. Approving the bid by Standard Water Control Systems, Inc in the amount of $26,500.00.
2. Approving the additional items in need of repair as presented or with alternate items 1, 2, and/or 3 as
specified.
