Subject: Request for Approval of Construction of Bleacher Seating at Schleper
Stadium
INTRODUCTION
The City Council is asked to consider a request from the 2008 State Amateur Baseball Tournament
Committee for the construction of bleacher seating at Schleper Stadium.
BACKGROUND
In January of 2004, the Minnesota Amateur Baseball State Board awarded Shakopee and Chaska to
be the co-hosts of the 2008 State Tournament. Since that time, members of the community came
forward and organized the 2008 State Tournament Committee (Shakopee Amateur Baseball). Jeff
Jonckowski, Dave Pass and Bill Schleper serve as the Shakopee Tri-chairs for the tournament.
These three individuals, along with several other key volunteers have been working diligently with
City Staff to be ready for the tournament taking place August 14-16, August 21-24 and August 28-
September 1.
Tournament organizers have met with city staff on projects that should be completed prior to the
tournament. The completed projects are listed below:
• Construct walkway between stadium seating and field
• Re-construct infield, pitching mound and batter's box
• Construct platform seating along 1St baseline.
• Removal of old batting cage and construction of new cage in left field.
• Painting of concession stand
• New light control box
• New netting in front of stadium seating
• Installing baby changing stations in restrooms
Projects such as power washing cement walkways, painting dugouts and bathrooms, power
washing exterior buildings, and fixing seating in the stadium are on schedule to be completed prior
to the start of the tournament. Some of these projects have been budgeted through the Parks
Division; others will be completed by the amateur baseball teams and volunteers.
Last November, Kevin O'Brien, of Greystone Construction, also serving as the Facilities
Chairperson for the tournament brought forward a project that would enhance the stadium not only
for the tournament, but for regular games too. The new bleachers would have a seating capacity of
80-100 people.
Scope of Proiect
Greystone Construction will furnish and erect a raised bleacher east of the third base dugout
(Attachment #1). The total project cost is $29,800.00.
The project would consist of the following:
• Excavation and grading
• Poured concrete footings
• Treated lumber structure
• Maintenance free (composite material} floor boards, seat boards and stair treads
• Pipe railing with chain link fence
• Metal enclosure panels
• Poured concrete sidewalk and viewing area in front to provide same site lines which are
handicapped accessible.
Greystone Construction estimates about 3 weeks to complete the project.
Payment for Proiect
The Tournament Committee will pay Greystone Construction $18,000.00 at the conclusion of the
tournament, with the remaining $11,800.00 credited to advertising during the tournament. The
City will not be responsible for financial payment to Greystone Construction.
The Tournament Committee receives revenue from the tournament from concessions, adverting
sales and souvenirs. Revenues from these sources and all tournament expenses will be split 50-50
between Shakopee and Chaska. Based on past tournaments, the committee is comfortable with
designating the $18,000 for this project. To date, the committees have already sold approximately
$50,000 in ad sales.
The Tournament Committee would be utilizing volunteer labor to help construct portions of the
project to help keep the costs lower. Greystone Construction would supervise work and do all
structural construction. Volunteer workers would follow the same guidelines that were taken when
the Community Playground was constructed.
The Tournament Committee presented the construction of the bleachers to the Parks and
Recreation Advisory Board on May 12. The Parks and Recreation advisory Board is supportive of
the project and is recommending the project be authorized. Staff from the Parks Division has been
involved with the discussions on this project and also support it with the building materials being
used. The project has also been reviewed by the City's Building Department.
It should be noted that the Tournament Committee expects to use portions of the revenue to pay
back the City for some of the improvements to the Stadium that have been completed in getting
ready for the tournament. By committing the $18,000 necessary for the bleacher seating the return
donation, to the City will be reduced.
Over the past several years, the amateur baseball teams have taken an active approach in making
improvements to the field and stadium. Both the City and the Shakopee School District have
benefited from their efforts.
Once the project is completed the structure would be donated to the City.

REQUESTED ACTION
The Parks and Recreation Advisory Board recommend that the City Council approve the
construction of elevated bleacher seating at Schleper Stadium. Should the City Council concur, the
completed project would be accepted formally as a donation at a future meeting.
