Realignment of Support Staff for Police Department ~ . 1, CITY OF SHAKOPEE ~ Police Department Memorandum TO: Honorable Mayor and City Council Mark McNeill, City Administrator FROM: Craig Robson, Captain Services Division SUBJECT: Realignment of Support Staff DATE: May 20, 2008 INTRODUCTION: The Police Department is requesting Council's approval to temporarily increase three Community Service Officer (CSO) positions to full-time and to reduce the hours for one Records Specialist position. BACKGROUND: The provisional appointment of Community Service Officer Jennifer Worm to the position of Records Technician has left a 3/4 time Community Service Officer position vacant. Additionally, Records Specialist Sharon Proskin, has requested a reduction of her hours, culminating with her retirement on November 30, 2008. To better meet budgetary and departmental workload considerations, the police department is seeking Council approval to realign its existing staff by temporarily increasing its three Community Service Officers to full time status. The requested time frame for this temporary authorization would be through December 31, 2008. BUDGET IMPACT: The reduction of the Records Specialist position from 30 hours per week to 15 hours per week will produce a savings of approximately $12,870 in wages and benefits. The switch from 4 part- time CSOs working 30 hours per week to 3 full-time CSOs working 40 hours per week will yield a modest savings. of $1,560 in the remaining months of the year. VISIONING RELATIONSHIP This action supports: Goal B: To Provide High Quality of Life Goal E: Financially Strong Strategy 6: Provide High Quality Services Strategy 10: Ensure City's fiscal health RECOMMENDATION: Staff recommends that Council authorize the police department to temporarily increase three Community Service Officer (CSO) positions to full time positions effective May 26, 2008 and approve the reduction of hours for Records Specialist Sharon Proskin from 30 hours per week to 15, effective June 1. ACTION REQUESTED: If the Council concurs, they should, by motion, authorize the Police Department to increase three Community Service Officer (CSO) positions to full time positions effective May 26, 2008 and approve the reduction of hours for Records Specialist Sharon Proskin from 30 hours per week to 15, effective June 1. 2
