Comment:
Introduction:
The Council has asked to authorize the hiring of the BKV Group to study and propose
solutions relating to noise problems in the Shakopee Library building.
Background:
Library staff has on numerous occasions expressed concern on noise issues in the
Library. The open design of the two story atrium has apparently led to problems with
normal levels of conversations interrupting library patrons on the second floor.
In March, Council authorized to proceed to investigate possible solutions, and to review
proposals before expending money. In a subsequent meeting, window shades were
approved by Council to deal with sunlight issues.
Staff contacted the BKV Group, the original architects of the building. BKV is
recommending that an acoustical noise study be done by a consultant, who would
investigate and make recommendations, and provide estimated costs. That proposal is
attached. As shown, BKV has proposed a study costing $5,000, plus reimbursable
expenses of approximately $500 additional dollars. BKV would not charge for their time,
but only for the acoustic study and a cost estimator.
Prior to seeking quotes or bids, staff would bring the report back to Council for approval.
Budget Impact:
$46,000 was included in the budget for 2008 to deal with noise and light issues at the
library. $1380 was expended from this amount to deal with the sunlight issues.
Recommendation:
I recommend that BKV be authorized to proceed with the acoustic investigation design
study for the Shakopee Library.
Relationship to Visioning:
This supports Goal B (High Quality of Life).
Action Required:
If the Council concurs, it should, by motion, authorize to have BKV provide for acoustic
noise isolation study at the Shakopee Library building, at a cost of $5000, plus
reimbursable expenses.

It is our intent that the City only be charged for the cost of the acoustical consultant and independent
cost estimator. BKV Group will provide coordination, design options and meeting time at no cost to
the City. Our proposal is as follows:

' Reimbursable Expenses
Expenses of prints, design documents, reproduction, postage, and travel shall be billed, in addition to
the fee outlined above, at cost to the client. We estimate the reimbursable expenses for this project
to be approximately $500.
Additional Services
Additional services, if requested will be billed on an hourly basis based on BKV Group and consultant
current hourly rates.
