Action Sought
Discussion of storm water projects that address the flooding of last year.
Background
During major spring rains of 2014, culminating with a major storm on June 19,
2014, the City of Shakopee experienced areas of flooding. Attached is a map
showing the June 19, 2014 flood areas.
The major flood areas identified on this map are as follows:
1. Overflow from channel south of Valley View Road and west of CR 83.
2. Wyndam Drive and Thrush Street
3. Patterson Drive
4. Upper Valley Drainage Channel
5. CR 16 /Prior Lake Channel
6. Boiling Springs Lane
Staff has been working diligently since last June to identify the flooding problems
and to see what solutions can be found. The areas have been addressed with the
following solutions:
1. South of Valley View Road Channel - Staff has contracted with Bolton &
Menk, Inc., to design an additional pipe under CR 83. Staff also has been
working with three property owners adjacent to the drainage channel that
flows to culvert under CR 83. A Maintenance Agreement has been proposed
for the city to do storm water maintenance and to enlarge driveway culverts
under the O'Laughlin and Schneider driveways. By enlarging the CR 83 pipe
and enlarging driveway culverts most of the drainage from the area south of
CR 42 will go east and not proceed north to the area of flooding at Wyndam
Drive and Thrush Street.

2. Wyndam Drive & Thrush Street - Council previously approved the
quotes from Krueger Excavating, Inc. for the Thrush Street Drainage
Improvement on May 6, 2015. The work consisted in providing an overflow
pond and storm sewer connection to Thrush Street for additional storm water
protection in the area. Work is essentially done.
3. 1272 Patterson Drive - Staff is designing additional pipe capacity and a berm
to protect the property at 1272 Patterson Drive. The berming of the channel is
needed to keep water from flowing by the house. Work is scheduled to be
done later this summer.
4. Upper Valley Drainage Channel - One property at 815 Larkspur Court was
identified to have flooding to the house. Staff has investigated and surveyed
the area and found that this house has a building opening about three feet
lower than other houses. The approved building permit did allow the house to
be constructed to a walk out elevation of 785.22. The current elevation is at
784.54. The 100 year elevation is now calculated to be 784.60.The flooding
event of June 19, 2014 is estimated to have been more than a 100 year flood
event due to the extreme saturation of the soil. Staff is working with the
resident on a flood wall on the property to provide protection from future
major storms.
5. CR 16 /Prior Lake Channel - Flooding occurred in this area due to the
plugged 36" culvert. The County has since designed and installed a 6' x 12'
box culvert. Restoration of area and trails to be done yet.
6. Boiling Springs Lane - This area has ponding of water and the area does not
have an outlet. Staff has done a survey and preliminary design and applied for
funding with a State Legislature bill. The area is flat and major regrading of
private property will be required to eliminate all flooding. A storm sewer lift
station would be required in this area and a large easement would need to be
acquired making the improvement very costly. Public Works staff is ordering
new pumps to handle any future high water situations at this time.
Staff will have drawings and pictures of the flood areas as well as discuss the
proposed improvements to the storm drainage system at the Council meeting.
Recommendation
Staff recommends proceeding with improvements as outlined.
Budget Impact
These projects affect the Storm Water Enterprise Fund.

residents can pursue active and quality lifestyles; and Deliver effective and efficient
public services by a staff of well-trained, caring and professional employees.
