SHAKOPEE TO: Mayor and City Council FROM: Jeff Weyandt, Assistant City Engineer DATE: 06/02/2015 SUBJECT: Extension Agreement for Design Services on the CSAH 78 Utility Improvements (B) Action Sought The Council is asked to authorize the appropriate City officials to enter into an extension agreement with Bolton & Menk, Inc. to provide preliminary design services for CSAH 78 utility improvements. Background Attached is a proposal from Bolton & Menk, Inc. to provide preliminary design services for the CSAH 78 utility improvements. Scott County is planning on extending a trail along the north side of CSAH 78 in 2016 or 2017. At some time in the future, sanitary sewer and watermain will need to be extended within CSAH 78 right-of-way to CR 79. However, before the County proceeds with its trail project, we need to determine whether the sanitary sewer can be extended along the south side of the road or if it will need to go on the north side. Attached is a drawing showing the proposed project area. Recommendation Staff recommends authorizing the appropriate City officials to enter into an extension agreement with Bolton & Menk, Inc. to provide preliminary design services for this project. Budget Impact The anticipated cost for this work is $25,000. This will be funded by the Sanitary Sewer Fund. Relationship to Vision This supports Goal B: Positively manage the challenges and opportunities presented by growth, development and change. Assistant City Engineer City of Shakopee 500 Gorman Street Shakopee,MN 55379 RE: Extension Agreement CR 78 Utility Extension Evaluation Dear Mr.Weyandt: Bolton&Menk, Inc.is pleased to submit this Extension Agreement for the CR 78 Utility Extension Evaluation. It is our understanding the proposed project includes the evaluation of alternatives and subsequent recommendation of alignments and construction methods for the extension of gravity sanitary sewer and watermain,along CR 78,from approximately 500 feet west of Barrington Drive,west to the intersection of CR 78 and CR 79. We further understand,completion of final construction plans and specifications for the selected improvements resulting from this evaluation will be solicited by the City at a later date. We have reviewed the site, and understand the proposed utility extension is a challenging endeavor due to several factors, including but not limited to,existing tree cover,overhead power and fiber optic lines,existing residences landscaping and driveways,wetlands and golf course water features, narrow Right of Way corridor,likely varying soil types,future widening of CR 78,etc. Project Tasks: There are several tasks associated with the successful completion of the project as requested. The following is a summary of anticipated work tasks necessary to successfully complete the project, and provide the desired recommendations: • Coordinate private utility locates. • Acquire available Right of Way and Plat information in the area. • Acquire available ISTS system, and private well location information for properties not currently served by City sewer and water,located adjacent to the project area, to the extent practicable. • Complete topographic surveys and locate available property irons on both sides of CR 78 in the project area. • Preliminary coordination with private utilities regarding relocation and protection requirements. City of Shakopee RE: CR 78 Utility Extension Evaluation May 14,2015 Page 2 • Preliminary coordination with Scott County regarding future CR 78 widening planning. • Review available insitu soil data from Scott County Soil Survey. • Coordinate with City engineering staff. • Prepare preliminary plan sheets for evaluating alignment options. • Prepare a summary of alignment recommendations for the City's consideration,including preliminary cost estimates,preliminary plan sheets, and alignment recommendations,etc. Estimated Engineering Fees: Bolton and Menk proposes to complete the above tasks we believe are necessary to successfully complete the requested alignment evaluation on an hourly basis based on actual hours expended and the hourly rate of each staff person completing the tasks, in accordance with the Agreement for Professional Services. We estimate approximately 225 hours of staff time is required to complete the project as requested. Based on the above tasks we believe are required, and the estimated staff time necessary to complete the project, the estimated total fee to complete the requested engineering services identified herein is $25,000.00. Should fewer hours be required to complete the project, the total fee will be less. If this Extension Agreement meets your approval, please sign below and return one copy to our office.
