Action Sought
The Council is asked to review the attached letter from the Shakopee
Mdewakanton Sioux Community (SMSC) requesting the renaming of County Road
83 south of Highway 169 to Mystic Lake Dr. and provide direction to staff
regarding desired next steps.
Background
County Road 83 runs north and south through the cities of Shakopee and Prior
Lake, intersecting with both Highway 169 and County Rd. 42 along the way. In
addition to a road number assigned by the County, the road also carries a road name
selected by the city. Currently County Road 83 is called Mystic Lake Drive south of
County Rd. 42 (in Prior Lake) and Canterbury Road north of County Rd. 42 (in
Shakopee). The SMSC is requesting that the spot at which the road name changes
be moved north to the intersection with 169. This would result in the road north of
169 remaining "Canterbury Road" and the entire road south of 169 being "Mystic
Lake Drive." They note that this is an opportune time to consider the name change
as the signage at the intersection of 169 and County Rd 83 will already be impacted
by the addition of a third southbound lane leading up to the County Rd. 83 exit.
Factors to consider relative to this request include the impact on property owners
along the roadway and the naming rules and regulations of Scott County. As noted
in the attached letter, the SMSC is a major land owner along the roadway, but there
are also six other property owners who would be impacted by a name change for
this section of roadway. The early indication from Canterbury Park officials is that
they would not object to the change for the road south of 169.
Budget Impact
This item will have no budgetary impact for the City as the SMSC is willing to
cover the cost of new signage.
Relationship to Vision
This item relates to Goal D: Maintain, improve and create and strong partnerships
with other public and private sector entities.
Recommendation
I recommend that Council direct staff to research the necessary steps to implement a
change to the road name, reach out to Scott County and impacted property owners
regarding the potential name change and return at a future Council meeting with a
proposed action item. Staff will work to accomplish this by the April 21 Council
meeting if at all possible, given the desire to coordinate any change with the 169
lane addition project scheduled for this spring.
Requested Action
If the Council concurs, it is asked to direct staff to work with Scott County to
identify the necessary actions to initiate a change to the road name, communicate
the potential change of the road name to impacted property owners, and return to a
future Council meeting with a proposed action item.

RE: Request to Rename a Portion of Scott County Highway 83
Dear Administrator Wilson:
This letter is a request by the Shakopee Mdewakanton Sioux Community(Community)to
rename the portion of CSAH 83 lying south of US Highway 169 and north of the southern limit
of the City of Shakopee from"Canterbury Road"to"Mystic Lake Drive". The portion of CSAH
83 lying in Prior Lake is already named Mystic Lake Drive. The attached drawing illustrates the
area of concern.
This request is time critical. The additional lane on T.H 169 that supports funded by the
Community will start construction in April or May of 2015. Signage on this roadway will be
very expensive due to the required number and size of the signs and the large support structures.
These costs are part of the project design, construction and management costs being paid by the
Community. We would like to avoid an expensive change and an unnecessary traffic
interference to alter the signs later.
Scott County Highway 83 lies in both Prior Lake and Shakopee. It is a County highway
regulated and maintained by Scott County. The portion lying in the City of Prior Lake is named
Mystic Lake Drive. It extends from the roads Scott County Highway 82 north to the Prior Lake
City limit approximately one half mile north of Scott County Highway 42 where it enters
Shakopee and the name changes to Canterbury Road.
The Community believes changing the roadway name to Mystic Lake Drive for the portion north
of the Shakopee City limit to Minnesota State Trunk Highway 169 will improve public safety
and reduce confusion on the part of travelers. Mystic Lake Casino and Hotel is the major
destination south of U.S. Highway 169. Canterbury Downs is a major destination north of that
highway. The roadway name already changes to Mystic Lake Drive farther south near CSAH
42. This situation can be confusing and creates some issues with automobile GPS systems since
the roadway name change occurs"midstream"in the trip. Highway 169 is a more logical
location for this name change. The management at Canterbury supports this change.
The Community recognizes that there may be costs and inconvenience inherent in this process.
If the roadway name were changed,the Community would pay all costs for new or replacement
signage on Shakopee streets and highway 83. The Community is the major landowner along the
affected roadway. There are seven other known landowners with addresses directly on CSAH
83,primarily on the west side between CSAH 16 and CSAH 42.
The Community requests your assistance in making this name change. Roadway names are
controlled by Cities in Scott County. The City of Shakopee does not have direct ordinance
guidance for this type of request but in the past,these issues have been handled as a direct action
by the City Council. Please let me know what action would be appropriate for the next step in
this request.
