SUBJECT: Quarry Lake Park Development Timeline Adjustment (A, B, D)
Action Sought
The City Council is asked to support the new construction timeline for the
development of Quarry Lake Park.
Background
On December 16, 2014 the City Council approved the final design for Quarry Lake
Park and authorized the development of plans and specifications. The anticipated
timeline for the construction of Quarry Lake Park bid the park project in March with
construction starting in June of 2015. WSB & Associates, Inc. was retained to
complete the final design, plans, specifications and bidding documents.
Discussion
As of March 2015, the plans are 90% complete however a number of items have
been identified that need to be worked through before the plans can be finalized.
WSB has supplied the City with a list of these items:
1. Architectural: The design for the buildings continue to develop. It is best to
wait until the building footprints have been established before proceeding with any
more of the site and utility designs. The building design will affect final sizes and
locations of utilities, locations of site trails, and the small parking lot configuration.
2. Site Amenities: The architectural design will help determine the character of
the site amenities that we choose. It would be advantageous to wait until the
building form and materials have taken shape before choosing specific design styles
for the site amenities (kiosk, benches, gazebo, etc.).
3. Adjacent Landowners: The City will be working with adjacent landowners to
work through the existing off-site impacts to the park site and the responsibility
associated for the costs to remedy the issues. This includes dealing with runoff as
well as natural water flow patterns.
4. Site Easements: The City and the developer are currently in the process of
adjusting easements and land donations related to the park and Outlot C.
5. SPUC: The City is currently working with SPUC on allowing SPUC
conduits to be placed within the park. We are still waiting on information from
SPUC related to their preliminary design/layout of the conduits.
6. Xcel: WSB is still waiting on additional information from Xcel for the work
being completed within the Xcel property for approval (gas line, chain link fence &
existing power poles).
7. Construction Projects: We have seen an increase in concrete prices over the
past 12-18 months. There are several factors that seem to be related to the increase
in prices which includes the reduced supply of fly ash and a couple of large ongoing
construction projects that have significant concrete in them (Vikings stadium & a
3M project) which are scheduled to be nearing the end of their concrete work within
the next year. Hopefully this results in better concrete availability and pricing next
season.
8. Bid Timing: We are reaching the end of the optimal bidding period for this
season and feel that in order to get the best pricing that we wait until the outstanding
items have been finalized and proceed with bidding over the next winter for a
spring 2016 construction start.
Based on the complexity of the development of Quarry Lake Park, the number of
partners involved and the timing of the construction bidding period, WSB and staff
are recommending that the park project continue to be worked on and finalized for
bidding to take place at a more appropriate bidding period. It is anticipated that the
project will be bid in the late fall/winter of 2015 with construction to begin in early
2016.
The Shakopee Prior Lake Waterski Association is still interested in hosting a few
ski shows at the park this summer and therefore staff is determining the ability and
cost to install the pedestrian bridge yet in 2015 to allow the public to attend the ski
shows within having to drive into the undeveloped park.

The City Council is asked to support the new construction timeline for the
development of Quarry Lake Park.
