SHAKOPEE TO: Mayor and City Council FROM: Kris Wilson, Assistant City Administrator DATE: 04/07/2015 SUBJECT: Authorization to Hire Victim & Community Services Coordinator (E) Action Sought The Council is asked to authorize the hiring of Barbara Hedstrom for the position of Victim & Community Services Coordinator at Step C of Grade 5 of the City's non-union pay plan. Background The Police Department's 2015 budget includes funding for the new position of Victim & Community Services Coordinator. The Police Civil Service Commission has completed the necessary testing process and established an eligible register for the position. The top candidate on that eligible register is Barbara Hedstrom, who has worked for the Scott County Attorney's Office for the past six years and previously worked for the Southern Valley Alliance for Battered Women and for Scott Joint Prosecution. The first step of the advertised pay scale that would not be a pay cut for Ms. Hedstrom is Step C of Grade 5, which is $27.27 per hour. As this is above the mid-point of the established pay range for the position, hiring Ms. Hedstrom at this wage requires Council approval. Budget Impact The cost of hiring Ms.Hedstrom at Step C of the pay range can be accommodated within the Police Department's adopted budget for 2015. Recommendation I recommend that Council approve hiring Ms. Hedstrom for the position of Victim & Community Services Coordinator at Step C of Grade 5 of the City's non-union pay plan, subject to successful completion of the required pre-employment physical and psychological exam. Relationship to Vision This item relates to Goal E: Deliver effective and efficient public services by a staff of well-trained, caring and professional employees. Requested Action The Council is asked to authorize the hiring of Barbara Hedstrom for the position of Victim & Community Services Coordinator at Step C of Grade 5 of the City's non-union pay plan, subject to successful completion of the required pre-employment physical and psychological exam.
