SHAKOPEE TO: Mayor and City Council FROM: Bruce Loney, Public Works Director DATE: 04/07/2015 SUBJECT: Consider CSAH 17 Overhead Powerline Relocation to Underground (E) Action Sought Approve a motion determining that the overhead power line along CSAH 17 be relocated and placed underground. Background Scott County is reconstructing CSAH 17 from approximately 1/4 mile south of CH 78 to 1/4 mile north of CR 42 this year. The existing overhead power line on the east side of CSAH 17 needs to be relocated for the expansion of the roadway. Per City Code, the Council has the right to order the overhead line underground if the relocation is more than 300 feet. The Council did order the power line to be placed underground on the previous CSAH 17 reconstruction project to the north. Attached is a memo from Joe Adams of Shakopee Public Utilities (SPU) on the costs of relocating power lines overhead or placing underground. SPU does have an Underground Relocation fund to pay for the additional cost of undergrounding power lines. Recommendation Staff would recommend City Council to order the undergrounding of the power lines similar to the previous CSAH 17 project. Budget Impact None. Relationship to Vision This supports Goal D: Maintain, improve and create strong partnerships with other public and private sector entities. Adams, Planning &Engineering Director SUBJECT: CSAH 17 Overhead Facilities Relocation DATE: May 15,2014 ISSUE Scott County is re-constructing CSAH 17 from approximately 1/4 mile south of CR 78 to approximately '/4 mile north of CR 42 during 2015. The planned improvements to this section of the roadway will require the relocation of approximately 2,100 feet of the overhead three phase electric utility feeder line designated SS-31 and various service taps. BACKGROUND SS-31 runs along the east side of CSAH 17 in the project area and is or will soon be underground both to the immediate north and south of this roadway section due to previous improvement projects. DISCUSSION Staff has reviewed the preliminary construction plans for the right of way improvements and has determined: This section of SS-31 must be relocated due to the planned road improvements. The estimated cost to construct replacement overhead facilities and to remove the existing lines and power poles that have to be relocated is$58,000, which includes $8,250 for removal. The cost for construction of new overhead facilities plus removal and retirement of the existing overhead facilities that have to relocated would be absorbed as an operating expense. The estimated cost to relocate this section of SS-31 underground would be approximately$162,000, which includes $10,500 for removal. The removal cost would be absorbed as an operating expense. Should the City Council, under their right of way management authority, order the relocated facilities be placed underground the additional cost of$104,000 ($162,000-$58,000),per Commission policy, would be funded out of the Underground Relocation Fund. RECOMMENDATIONS Staff recommends: 1. The Commission accepts the estimated costs to relocate overhead facilities due to the planned 2015 CSAH 17 road improvement project. 2. The Commission directs staff to forward the estimated costs to the Council to aid the Council in making their determination under the City's Right of Way Management Ordinance whether or not to order the overhead facilities to be relocated underground. REQUESTED ACTION Staff requests the Commission adopt the recommended actions.
