Michael Leek, Community Development Director DATE: 04/07/2015 SUBJECT: Approval of Consultant for the Western Shakopee/Jackson Township Master Land Use Study (B) Action Sought The City Council is asked to authorize the appropriate City officials to enter into a contract with Hoisington Koegler Group Inc/SRF Consulting Group for an amount not to exceed $73,700 for the preparation and the completion of the Western Shakopee/Jackson Township Master Land Use Study. Background City staff issued a request for proposals (RFP) for the preparation and completion of the above-named study, and received four proposals. Two of the submitting firms were interviewed, and staff is recommending that the City Council approve a contract with Hoisinger Koegler Group Inc/SRF Consulting Group for completion of the study. A copy of their proposal is attached for Council's information. Recommendation Staff recommends that the City Council authorize the appropriate City officials to enter into a contract with Hoisington Koegler Group Inc./SRF Consulting Group for an amount not to exceed $73,700 for the preparation and the completion of the Western Shakopee/Jackson Township Master Land Use Study. Budget Impact This study is not a specifically budgeted expense, however each year the City budget includes a modest amount of unallocated funds which can be used for items not anticipated at the time the budget was adopted. This section of the budget has a total of$210,000 for 2015 and it is recommended that the funding for this study be taken from this balance. For this project we have assembled a team of community planners and landscape architects from HKGi,and traffic,water/stormwater,and civil engineers from SRF Consulting. HKGI will serve as the prime consultant on the project.SRF will serve as sub-consultants to HKGI.Brad Scheib,will be the principal in charge and primary point of contact for all administrative and project related communications. HKGi and SRF have collaborated on many projects and our staff members have developed strong working relationships. Together this team is equipped with the technical expertise,local Shakopee knowledge,planning and design experience,and public facilitation skills to conduct a successful study for the City of Shakopee. As the metropolitan area continues to grow,communities like Shakopee(and Jackson Township)will continue to experience development pressures that bring with them a desire for more intensive land uses,more roads,more public services,and questions about how best to fund all these improvements. The HKGI/SRF team has worked with many communities in the metropolitan area,and elsewhere in the state,to develop master plans that act as catalysts for appropriate development in growth areas. At the same time,these master plans provide community leaders with the means to manage growth in a manner that best suits the community's needs and character. These master plans include methods for maximizing development potential in a way that balances land owner needs with community needs. As you will see from our proposal,both HKGi and SRF have conducted numerous planning projects that involve land use,transportation,market,landscape,and infrastructure analyses; recommendations for regulatory revisions;and meaningful stakeholder input.
