Action Sought
City Council is asked to offer and pass the accompanying resolution no.
7569 determining that an update to the AUAR for Shenandoah Business Park and
Minnesota Valley West is not required for the proposed "Doris" distribution center
project to be located on property between CSAH 101 and Fourth Avenue and east
of Shenandoah Boulevard.
Background
In 2001, the City as the responsible governmental unit (RGU) approved a final
AUAR for the two project areas identifed above. In 2012 an update to that AUAR
was approved. With the proposed "Doris" distribution project, a traffic analysis was
required of the project proposer. Staff and the City's traffic consultant, Chuck
Rickart, PE/WSB have concluded that the traffic impacts and required mitigation
measures are within the scope of the amended AUAR, and that an AUAR update is
not required for the project.
Recommendation
Staff recommends the adoption of Resolution No.7569, A Resolution of the City of
Shakopee, Minnesota Declaring that an Update to the Final, Updated Alternative
Urban Areawide Review(AUAR) for Shenandoah Business Park and Minnesota
Valley West is not triggered by or required for the Distribution Facility proposed
bounded on the North by CSAH 101, on the West by Shenandoah Boulevard, and
on the South by Fourth Avenue.
Budget Impact
There is no budget impact from the proposed action.

RESOLUTION NO. 7569
A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA
DECLARING THAT AN UPDATE TO THE FINAL, UPDATED ALTERNATIVE URBAN
AREAWIDE REVIEW (AUAR) FOR SHENANDOAH BUSINESS PARK AND
MINNESOTA VALLEY WEST IS NOT TRIGGERED BY OR REQUIRED FOR THE
DISTRIBUTION FACILITY PROPOSED FOR THAT PROPERTY BOUNDED ON THE
NORTH BY CSAH 101, ON THE WEST BY SHENANDOAH BOULEVARD,AND ON THE
SOUTH BY FOURTH AVENUE
WHEREAS, in 2001 the City of Shakopee as responsible governmental unit(RGU)
prepared a final AUAR for the above-named projects; and
WHEREAS, on September 18, 2001,the Shakopee City Council approved Resolution No.
5580, a resolution adopting the revised/final AUAR for Shenandoah Business Park(United Land
L.L.C., project proposer)and Minnesota Valley West(Opus Northwest, L.L.C., project proposer)as
presented; and
WHEREAS, in late 2001 the City of Shakopee with the assistance of its consultant,WSB
Engineering prepared an update to the 2001 AUAR, and in early 2012,the Shakopee City Council
adopted the AUAR update; and
WHEREAS,the project identified above caused the City of Shakopee to request that the
project proposer prepare a revised traffic analysis for the project; and
WHEREAS, City staff and Chuck Rickart,P.E/WSB,the City's traffic consultant reviewed
the revised analysis, and have concluded that the traffic impact and required traffic mitigation
measures are within the analysis in the previous AUAR and update.
NOW, THEREFORE, BE IT RESOLVED THAT the City Council of the City of Shakopee,
Minnesota, declares that an update to the AUAR for Shenandoah Business Park and Minnesota
Valley West is not required for the above-described project.
