SUBJECT: Approve a Parking Restriction on 10th Avenue from Holmes Street to
Spencer Street to allow for a bike route (E)
Action Sought
For City Council to approve a motion for no parking on the north side of 10th
Avenue from Holmes Street to Spencer Street and on the south side of 10th Avenue
from Sommerville Street to Spencer Street as outlined in this memo and the
attached drawing.
Background
At the February 24th meeting of the recently formed Bicycle Advisory Committee
(BAC), the committee recommended to have Holmes Street as a bicycle boulevard
and 10th Avenue from Holmes Street to Spencer Street as a bike lane. Public Works
staff have prepared drawings showing the bicycle lane and bicycle boulevard with
the necessary striping and signage.
In order to have a bike lane on 10th Avenue from Holmes Street to Spencer Street,
no parking signs need to be placed on 10th Avenue. The Traffic Safety Review
Committee met on April 23, 2015 to review this item and is recommending no
parking on 10th Avenue's north side from Holmes Street to Spencer Street and 10th
Avenue's south side from Sommerville Street to Spencer Street.
Previously, when 10th Avenue was constructed as a Federal Aid Urban road, this
street included a width for bike lanes. In order to place a bicycle lane, no parking
control needs to be established. Attached is a MnDOT Bikeway facility figure
showing a bicycle lane with no parking.
Recommendation
The Traffic Safety Review Committee does recommend the approval of no parking
along 10th Avenue as mentioned in this memo.
Budget Impact
The budget impact is very small as the City received a Statewide Health
Improvement Program (SHIP) grant for bicycle route improvements which can be
used for bicycle boulevard and bicycle lane signage and striping.
Relationship to Vision
This supports Goal A: Keep Shakopee a safe and healthy community where
residents can pursue active and quality lifestyles, and Goal E: Deliver effective and
efficient public services by a staff of well trained, caring, and professional
employees.
Requested Action
For City Council to approve a motion for no parking on the north side of 10th
Avenue from Holmes Street to Spencer Street and on the south side of 10th Avenue
from Sommerville Street to Spencer Street as outlined in this memo and the
attached drawing.
