SHAKOPEF TO: Economic Development Authority FROM: Samantha DiMaggio, Economic Development Coordinator DATE: 04/21/2015 SUBJECT: Scott County CDA 2015 Economic Development Incentive Grant Resolution No.15-6 Background In 2013, the Scott County Community Development Agency (CDA) partnered with the City of Shakopee to complete a study evaluating the future market potential of the County Road 101 corridor. This study identified development opportunities within the corridor and established a work plan with a detailed list of improvements for the City to successfully market this area and improve the corridor in the future. The City has now applied for $30,000 in grant funding from the CDA's 2015 Economic Development Incentive. If awarded, the City would use these funds to conduct the second phase of the downtown study. Since Hkgi conducted the initial study, staff reached out to them for a cost estimate and ideas on recommended scope for the second study. Hoisington Koegler Group Inc. responded to our request with a conceptual and schematic design package for Downtown Shakopee's streets and public areas. The total projected cost for the second phase of the study, as proposed by Hkgi, is $82,500. If the project is funded, staff will meet with the EDAC and EDA to discuss whether the City should: •Use Hkgi's second phase draft plan "as is"; •Ask for the study to be scaled back; •or put out an RFP and look for an alternative group to complete the study. Action Sought If the EDA concurs, it should approve Resolution No., 15-6, A Resolution Regarding the Authorization and Approval for a Scott County Community Development Agency (CDA) 2015 Economic Development Incentive Grant Application and Grant Agreement. While City staff has worked hard to maintain a good general appearance, the area has greatly deteriorated. Boulevard trees have outgrown their containers while paver block sidewalks have settled due to our harsh winters, creating safety hazards. Several streets lights no longer work and cannot be replaced due to age. In addition, the downtown lacks handicap-accessible ramps, bike racks and useful directional signage. While the City offers forgivable façade loans to downtown building owners, many are showing their age, too. Vacancy rates are also a big issue downtown. The City is now planning to partner with HKGI to conduct a second, more concentrated study to identify ways to help revive the downtown as a destination place: - Improve access between downtown and the River/Huber Park; • Increase walkability throughout Downtown/First Avenue; • Enhance downtown business signage; • Leverage the riverfront; • Improve parking downtown; • Create an outdoor plaza space as a focus for downtown events; - Focus on the downtown core and create an experience; • Create locations for outdoor dining, and; • Promote active living (walkability/cycling). By addressing these issues,the City and HKGI aim to make downtown Shakopee and its properties more marketable to potential businesses and customers. This, in turn, will create jobs and new business opportunities. Research shows high-quality streetscapes (lighting, walkways, furnishings, etc...), plazas and gathering areas, properly allocated parking, and well placed signage are key features in creating successful,welcoming and memorable downtown. 2) Project Understanding: Applications should be consistent with the overall goals and objectives of the SCALE Unified Economic Development, Land Use, and Transportation Plan Charter. High quality streetscapes(lighting,walkways, furnishings,etc.),plazas and gathering areas,properly allocated parking,and well designed and placed signage are key features in creating successful,welcoming,and memorable downtowns. This project will integrate a number of initiatives from the successful Highway 101 Corridor Study from last year. Specifically,we feel this project will have a significant impact in advancing 9 of the top 15 Highway 101 Corridor Goals including: • Improve access between downtown and the River/Huber Park; • Increase walkability throughout Downtown/First Avenue; • Enhance downtown business signage; • Leverage the riverfront; • Improve parking downtown; • Create an outdoor plaza space as a focus for downtown events; • Focus on the downtown core and create an experience; • Create locations for outdoor dining,and; • Promote active living(walkability/cycling). The following work plan seeks to integrate transportation planning relative to anticipated rail line closings,develop connectivity to parks and the explore new opportunities for plazas and gathering areas south of Highway 101, analyze parking(both on-street and within municipal lots),to ultimately create a unified and distinctive design character for the historic downtown that can guide future construction projects. SCOPE OF WORK The following scope of work outlines a comprehensive process for developing the future physical design and character of Shakopee's downtown core streets and public realm.The downtown core area streets encompass Levee Drive,1st,2nd,3`d,and 4th,Avenues between Scott Street and Fillmore Street and Walnut Streets,and includes Scott and Fillmore themselves.Future streetscape design possibilities for 1st Avenue/CR 69&CR 101 will also be explored to enable an integrated design scheme for all downtown core streets.This project will also address the design of the alley connecting Holmes Street to Somerville Street(between ft&2nd Avenue and the potential for creating a woonerf-type connection. Initial conceptual streetscape designs will help to identify the appropriate street design types(commercial,mixed- use,residential,etc.)early in the design process. Opportunities for outdoor public spaces(small plazas/gathering areas)in the downtown core will be identified early in the process,and these design elements with positive feedback will also be taken to the schematic design level. In addition,this scope of work will address downtown's signage system(street, historic district,wayfinding)which will encompass the overall downtown area-Levee Drive to 4th Avenue,between Scott Street and Fillmore Street. TASK 1—PROJECT STARTUP This phase of the project provides the opportunity for HKGi's team to meet with the City Staff team and discuss project parameters,goals,schedule,and other important project initiatives. The following is a list of anticipated tasks involved in this phase of the work: A. Project Kickoff Meeting The HKGi team will meet with the City Staff team to kick off the design project.The purpose of the kickoff meeting will be to review and confirm the project scope of work,project schedule,budget,process, community engagement plan,and establish lines of communication for this project. Key topics will be the integration of planning for anticipated rail crossing impacts,downtown parking strategies,and connectivity to Huber Park,the Minnesota River,and the Scott County Government Center. B. Community Engagement Plan We will work with the City Staff team to identify stakeholders and to establish a clear and collaborative strategy for meaningful stakeholder engagement and participation in the design process. City staff will recruit and establish a project task force with input from HKGi.Public open houses will be conducted to enable the general public to provide input into the desired functions,character,and design of the streetscapes and public spaces. The project task force may include representatives from the following: Economic Development Advisory Committee(EDAC),Planning Commission(PC),City Council(CC),Park and Recreation Advisory Board (PRAB),Chamber of Commerce,Main Street Shakopee,Shakopee Heritage Society(SHS),Bicycle Advisory Committee,building owners,and non-downtown representative(s). HKGi will work with City Staff to incorporate the stakeholder input into the design process to achieve project support as the design evolves for the streetscapes and public realm. Our team will visit the project area to conduct on-site analysis and take photographs of the existing streetscape and downtown character elements.We will also gather relevant street policy information,such as parking, lighting,stormwater,etc. B. Base Mapping Utilizing the existing data,our team will develop digital base maps to work from. C. Downtown Streetscape Functions and Character Goals The HKGi team will meet with the City Staff team to review the base maps and background information. We will provide a Streetscape Orientation Presentation(Streetscape 101)to get everyone on the same page regarding the basics of quality downtown streetscape design. We will facilitate a team discussion of the need for downtown streets to balance driving,parking(customers and employees),walking,biking, outdoor gathering spaces,environmental,visual character,and wayfinding,shedding light on the desired street types for the downtown. This discussion will also address opportunities for new public spaces in the downtown core area,and a wayfinding system for the overall downtown area.The intent of this meeting is to establish parameters for the streetscapes and public spaces analysis. D. Streetscapes&Public Realm Design Analysis Based upon information gathered and our on-site analysis,our team will prepare streetscape analysis diagrams that visually capture the existing streetscape dimensions,functions,features,alleys,driveways, building relationships,land uses,historic resources,community gathering spaces,key destinations,and potential redevelopment sites.The intent will be to identify and gain consensus around key streetscape challenges and opportunities.The streetscape analysis will be depicted in graphic format to be used as introductory and background information at task force,stakeholder,and public input meetings.We will meet with the City Staff team to get feedback on the streetscape analysis and prepare for the task force meeting. Concept Development Based on input from the City Staff team and findings from the streetscape/public space analysis and visual preference survey,our team will prepare two(2)preliminary design concepts addressing each of the downtown core streets and outdoor public spaces. At a minimum,the design concepts will address the following: i. Outdoor Public Space Opportunity Areas - Functions,features,and design character ii. Streetscape Layout-Plans and Cross-Sections(including the woonerf behind ft Avenue) - Sidewalk and pedestrian crossing design treatment and materials - Locations and types of street trees and plantings - On-street parking locations and transit facilities - Street furnishings—seating,trash receptacles,bicycle racks/lockers,etc. - Outdoor community gathering spaces iii. Pedestrian and Public Street Lighting - Pole locations(plan and cross section) - Pole styles(material,color,height,combined or individual poles,etc.) - Luminaire styles(material,color,light source type,energy efficiency,glare considerations,etc.) - Light pole foundations iv. Signage and Wayfinding Concepts We will review the two(2)preliminary design concepts with the City Staff team prior to presenting the concepts to the public. B. Task Force Meeting Conduct the first task force meeting to introduce the group to the basics of downtown streetscape design, existing streetscape conditions in downtown Shakopee,our team's streetscapes&public spaces analysis, present the two(2)preliminary design concepts for the downtown core streets and public spaces,and gain their input on the downtown core streetscape issues and concepts.We will provide a Streetscape Orientation Presentation to help everyone understand the basics of good downtown streetscape design. C. Community Open House Conduct a Community Open House to present and review the preliminary design concepts for the downtown core streets and public spaces. D. Develop Preferred Design Plan Based on input from the City Staff Team,Task Force,and the Community Open House,we will develop the preferred design plan and prepare preliminary cost estimates. E. HKGi anticipates conducting the initial meetings with City staff toward the end of March,conducting the inventory and analysis work in spring,and moving from concept to schematic design through the summer.
