CITY OF sHAKOPEE MEMORANDUM CONSENT To: Mayor and City Council Mark McNeill, City Administrator From: Jamie Polley, Director of Parks, Recreation & Natural Resources Meeting Date: April 22, 2008 Subject: Louisville Township Recreation Fee Contribution INTRODUCTION City Council is asked to accept a proposal from Louisville Township to pay the full $21.00 non-resident fee for residents of Louisville Township who utilize the recreation programs offered through the City's Park and Recreation Department. BACKGROUND The non-resident fee for all recreation programs is $21.00 for individuals living outside of the City limits of Shakopee. This fee is for recreation programs only and does not pertain to memberships of the Shakopee Community Center or SandVenture Aquatic Park. The Board of Supervisors for Jackson Township and Louisville Township has voted in the past to assist their residents to pay the non-resident fee required for the City of Shakopee recreation programs. Jackson Township currently pays the full $21.00 for their residents who are under the age of 15. Individuals over the age of $15 pay the full $21.00 at the time they register for a recreation program. Louisville Township currently pays $11.00 of the non-resident fee for all of their residents regardless of age. The Louisville residents pay the remaining $10.00 of the non-resident fee at the time they register for a recreation program. On April 3, 2008 the Louisville Township Board of Supervisors approved a motion to pay the full $21.00 recreation program non-resident fee for all of their residents enrolling in the City's recreation programs. Attached is a letter from the Louisville Township Clerk confirming the Board of Supervisor's motion. The proposed change does not affect the amount of non-resident fee received by the City for recreation programs. The fee will now be paid in full by the township versus being paid partially by the township and partially by the residents of the township. The City logs the number of township residents enrolled in the City's recreation programs and invoices the townships at the end of each calendar year. From the City's standpoint, this will eliminate the additional step of collecting the individual payment from the Louisville Township resident. CITY VISION & GOALS E. Financially Strong REQUESTED ACTION If City Council concurs, accept the proposal of the Louisville Township Board of Supervisors for the Township to pay the full $21.00 non-resident recreation program fee for all of its residents. This motion was based on the recommendation of the electors at the annual town hall meeting and is effective April 3, 2008.
