SUBJECT: Authorization to Submit 2015 Outdoor Recreation Grant Application for
Quarry Lake Park, Resolution No. 7558 (A)
Action Sought
The City Council is asked to offer Resolution No. 7558, A Resolution of the City of
Shakopee, Minnesota Authorizing the City to submit an Outdoor Recreation Grant
Program Application for the Quarry Lake Project.
Introduction
This agenda item requests the City Council to adopt a resolution authorizing the
grant submittal to the Minnesota Department of Natural Resources for the Quarry
Park project.
Background and Discussion
Our work with the Shakopee-Prior Lake Water Ski Association (SPLWSA) on
acquiring funding for the Quarry Park project continues with another grant
application submittal. In 2014 the City and the SPLWSA was successful in
receiving a Federal Recreational Trail Grant in the amount of$150,000 for the
project. The attached resolution would allow us to submit for additional funding.
The Outdoor Recreation Grant does require a 50% local share that can consist of
cash or value of materials, labor and equipment usage.
Requested Action
If City Council concurs, it should offer Resolution No. 7558, A Resolution of the
City of Shakopee, Minnesota Authorizing the City to Submit an Outdoor Recreation
Grant Program Application for the Quarry Park Project, and move its adoption.

RESOLUTION NO. 7558
A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA
AUTHORIZING THE CITY TO SUBMIT AN OUTDOOR RECREATION GRANT
PROGRAM APPLICATION FOR THE QUARRY PARK PROJECT
BE IT RESOLVED that the City of Shakopee,Minnesota act as legal sponsor for the project
contained in the Outdoor Recreation grant application to be submitted on March 31, 2015 and
that the City's Parks and Recreation Director is hereby authorized to apply to the Department of
Natural Resources for funding of this project on behalf of the City of Shakopee.
BE IT FURTHER RESOLVED that the City of Shakopee has the legal authority to apply for
financial assistance, and financial capability to meet the match requirement(if any)and ensure
adequate construction, operation,maintenance and replacement of the proposed project for its
design life.
BE IT FURTHER RESOLVED that the City of Shakopee has not incurred any development
costs and has not entered into a written purchase agreement to acquire the property described in
the Cost Breakdown section on this application.
BE IT FURTHER RESOLVED that the City of Shakopee has or will acquire fee title or
permanent easement over the land described in the site plan included in the application.
BE IT FURTHER RESOLVED that, upon approval of its application by the state,
the City of Shakopee may enter into an agreement with the State of Minnesota for the above-
referenced project, and that the City of Shakopee certifies that it will comply with all applicable
laws and regulations as stated in the grant agreement including dedicating the park property for
uses consistent with the funding grant program into perpetuity.
NOW, THEREFORE BE IT RESOLVED that the Director of Parks and Recreation is hereby
authorized to execute such agreements as are necessary to implement the project on behalf of the
applicant.
I CERTIFY THAT the above resolution was adopted by the City Council, of the City of
Shakopee on March 3, 2015.
