Action Sought
The Council is asked to approve the attached position description for the position of
Building Maintenance Manager and authorize its placement in Grade 5 of the City's
2015 Pay Plan for Non-Union Employees.
Background
The position of Building Maintenance Manager is a new position originally planned
for hire in late 2014. Unfortunately, due to other workload demands, I was unable
to get to recruitment and hiring for this position until now. The position will focus
exclusively on the Community Center, Ice Arena, Aquatic Park and Youth
Building to give these recreational facilities an added level of care of maintenance.
After careful consideration, the position has been drafted as a direct report to the
Parks & Recreation Director rather than to the Facilities Maintenance Supervisor, as
originally envisioned. This will allow the Facilities Maintenance Supervisor to
focus on the city's 7 general government buildings and provide the Parks &
Recreation Director more direct involvement with maintenance of the City's
recreation buildings.

Budget Impact
Funding for this position was included in the 2015 operating budget. The starting
wage for a Grade 5 position is $49,319 per year.

Requested Action
The Council is asked to approve the attached position description for the position of

TITLE: Building Maintenance Manager

SUMMARY
Plans, coordinates and carries out facility maintenance tasks for the Community Center, outdoor
Aquatic Park, Ice Arena, and Youth Building.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Plans, schedules and recommends maintenance priorities and maintenance schedules for
assigned recreation facilities. Works closely with the Parks &Recreation Director and
Recreation Supervisors to develop repair,replacement and improvement programs for the
Community Center, Aquatic Park, Ice Arena and Youth Building.
Establishes and maintains a high level of cleaning/custodial standards for assigned recreation
facilities. Provides oversight and coordination for contract custodial service.
Schedules, directs and performs detailed cleaning tasks,regular maintenance,painting and caulking.
Monitors the operation of mechanical systems and performs routine maintenance and trouble-
shooting tasks. Performs minor plumbing and electrical repairs. Calls for HVAC contractors, and
licensed electricians and plumbers when needed.
Plans, coordinates and completes the start-up and shut-down process for the Aquatic Park.
Works directly with Recreation Supervisor to address repairs,water quality and improvement
needs.
Works closely with Department staff to schedule,prepare for and clean-up after facility
programs,rentals and special events.
Directs and participates in snow removal and ice control around building entrances and on
walkways.
Responds to emergency call-backs and works occasional evening, weekend and early morning
hours as required by weather conditions and building needs.
Receives, investigates and responds to reports of building maintenance needs. Communicates
project timelines and anticipated impacts to building occupants in a timely and professional
manner.
Recommends items for inclusion in the operating budget and capital improvement plan; assists in
the identification of and application for grant funding and/or rebates.
Administers budgeted funds consistent with City policies and procedures. Follows City
purchasing policies by gathering quotes,monitoring budget, and coding invoices.
Ensures buildings' compliance with OSHA safety standards.
Selects, orders and stocks all necessary building maintenance supplies and equipment.
Keeps supervisor informed of developments within area of responsibility.
Performs other related duties as apparent or assigned.
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED
• Ability to communicate ideas and explanations clearly in English,both orally and in writing.
• Ability to read and interpret documents such as safety rules, operating and maintenance
instructions, and procedure manuals.
• Ability to utilize common office equipment and machines including computer,printer, copier
and fax machine.
• Ability to utilize common Microsoft Office programs;plus web-based email and timesheet
programs.
• Ability to develop and maintain positive,professional working relationships with co-workers,
subordinates and supervisors.
• Ability to interact with the public in a friendly,tactful manner.
• Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule
form.
• Knowledge of the materials, methods,techniques,tools and equipment used in operating,
maintaining, and repairing public buildings.
• General knowledge of HVAC,plumbing, and electrical systems.
• Ability to maintain records and write routine business correspondence using proper spelling,
grammar and punctuation.
• Ability to add, subtract,multiply and divide using units of American money and
measurement. Ability to calculate figures and amounts with a calculator such as proportions,
percentages, area, circumference, and volume.
QUALIFICATIONS
Minimum Qualifications
High school diploma or equivalent plus 3 years of work experience in the maintenance and
operation of public, institutional or commercial buildings. Valid driver's license.
Must possess Minnesota Second Class"C"Boiler's license and Certified Pool Operator License
or obtain within one-year of hire.
PHYSICAL DEMANDS AND WORKING CONDITIONS
While performing the duties of this job,the employee is regularly required to stand; walk; sit;
use hands to finger, handle, or feel objects,tools or controls;reach with hands and arms, and talk
or hear. The employee is required to climb or balance; stoop, kneel, crouch, or crawl; and smell.
The employee must regularly lift and/or move up to 50 pounds and occasionally lift and/or move
up to 100 pounds. Specific vision abilities required by this job include close vision, distance
vision, color vision,peripheral vision, depth perception, and the ability to adjust focus.
While performing the duties of this job,the employee works indoors and outdoors, including
exposure to cold and wet weather. The employee is occasionally exposed to fumes or airborne
particles, toxic or caustic chemicals, and risk of electrical shock. The noise level in the work
environment is usually moderate.
